The Newton Fund (www.newtonfund.ac.uk) is a research and innovation partnership programme between the UK Government and partner countries including Vietnam, lasting for 7 years from 2014 till 2021. The Programme consists of three components: People (capacity building for individuals), Research and Translation, and focuses on five thematic priorities in Vietnam: Health and Life Sciences; Agriculture; Environment and Energy; Urbanisation; and Digital innovation and creativity.

This is a new and exciting position to oversee the day to day management of the Newton Fund Vietnam’s established activities. The jobholder will work closely with the Research and Innovation Programme Manager to ensure an effective delivery and raise the profile of the Programme as a whole.

S/he will interact regularly with senior UK officials and scientists, and a wide range of contacts in government, academia and the industry in Vietnam. S/he will also be working with other teams in the Embassy and with the regional Science and Innovation team. The jobholder will be responsible for ensuring that the partnership makes a significant contribution to Vietnam’s development whilst also strengthening the bilateral relationship with the UK.

Programme Management:

Lead on overseeing the implementation of a broad range of established activities under the Newton Fund’s ‘People strand’. The ‘People strand’ of activities involves all activities that focus in capacity building such as PhD scholarships, mobility grants and fellowships, Professional Development and Engagement, Science, Technology, Engineering and Math (STEM) education. This task includes liaising with both UK and Vietnamese Delivery Partners, maintaining relationships, offering support and facilitating further negotiations and planning where necessary to agree activities in future years.

Monitoring and Evaluation:

Ongoing monitoring of all the Fund’s programme activities including gathering examples of impact, identifying and drafting case studies. Data gathering and analytical support to the Fund’s external evaluators where necessary.

Reporting:

Lead on the collation of all reporting material for the Fund in Vietnam, both qualitative and financial. This includes gathering together the relevant information, identifying examples of impact, progress and communicating fluently with UK stakeholders. Financial reporting includes the internal reporting of expenses, travel, subsistence and other costs incurred by the in-country team.

Communications

Support the communications to raise visibility of the Fund including drafting blog posts, case studies of impact and newsletters. Respond to day to day communications such as promotions for open calls, guidance for prospective applicants and regular Fund enquiries. Provide updates for social media accounts.  

Event Planning and Management:

Lead on the logistical coordination for Newton Fund events including high level planning meetings, partner visits and promotional events and workshops.

Strategic Development:

Support the Research and Innovation Programme Manager with relevant information to feed into the strategic direction of the Fund in Vietnam. Contribute to in-country strategic plans by identifying opportunities for collaboration and synergies amongst activities. 

  • At least 2-3 years work experience, preferably in a development project management role.
  • Experience in managing programme finances.
  • Excellent written and spoken English and Vietnamese enabling effective communications materials and coordination of activities with UK and local partners.
  • Professional approach and demeanour, high work standards and ability to meet deadlines.
  • A relevant degree level qualification and proven understanding of science and innovation activities in Vietnam
  • Experience of working with Vietnamese government bodies, agencies and ministries.
  • Understanding of the contribution that research and innovation can make to socio-economic growth.
  • Good IT skills and proficiency in using standard office applications.

This position is being advertised as a fixed term, part-time contract for 1 year linked to the British Embassy’s Local Staff B3 grade. Candidates are expected to report from Monday to Friday approximately 3 - 4 hours a day depending on schedule arrangement with Line Manager.
