The British Embassy in Rabat invites applications for the position of an Aviation Security / Counter Terrorism Coordinator, Grade B3 (L).

This is an exciting and interesting opportunity for individuals with drive to become part of the UK Government and Department for Transport (DfT) response to global aviation security challenges. Aviation Security is a high profile area of work with significant interest across the UK and international Governments. DfT’s Aviation Security International Operations Division (ASIO) has expanded its network of Aviation Security Liaison Officers (ASLOs) and is looking to recruit an Aviation Security and Counter Terrorism Police Liaison Officer (CTPLO) Operational Coordinator in Morocco to support the two ASLOs and Regional Manager for Morocco, as well as the CTPLO.

Objective:

The Co-ordinator will support the ASLOs, Regional  Aviation Security Manager and CTPLO in building and sustaining relationships with the host government and other key stakeholders in order to help deliver core objectives of improving aviation security standards and building effective CT liaison relationships in Morocco. The successful candidate will need to be a self-starter with an ability to multi-task and manage office budgets. Additionally, the candidate will be engaged in the delivery of capacity development projects in Morocco including organising training and managing the distribution and maintenance of DfT loaned equipment.

This will require a high degree of stakeholder engagement skills, an awareness of local protocols and issues, project management, financial management, working with senior officials from the Moroccan government and collaborating with senior colleagues both in London and at UK Diplomatic Missions. Strong organisational and communication skills are essential. The successful candidate will directly support the ASLOs and CTPLO in Morocco as well as providing wider support to the DFT and Police regionally and in London. You may at times be expected to take on a more regional role. There may be some travel within Morocco and language skills are required.

A key part of the work involves diplomacy and liaison with the various Moroccan government authorities on wide ranging aviation security issues. The ASLO and CTPLO have frequent contact with colleagues in other UK missions overseas, international missions in Morocco, across the Country Network, and with airlines and security providers operating in the region. The successful candidate will be required to manage the office and support the ASLOs  and CTPLO across the range of the business.

The CTPLO is responsible for coordinating enquiries from the UK Counter Terrorism Police network that relate to Morocco.  They are also responsible for identifying areas of intelligence cooperation, intelligence exchange and capacity building that can be undertaken with the Moroccan government, police and security agencies.  The assistance of a Coordinator is vital in order to identify potential contacts, maintain relationships and manage the implementation of projects.

 

Duties and Responsibilities:

The post holder will manage the ASLO / CTPLO Office, working closely with Corporate Services, DfT and Police colleagues in London, the Moroccan Government and other countries’ aviation security teams as well as airlines and security companies.

As part of their responsibilities, the post holder will assist in managing a portfolio of aviation security projects (that will include aviation security training, staff mentoring and the provision of security equipment). The Officer may also be required to provide aviation security advice to key stakeholders.

  • Providing effective and efficient office support to the ASLO, Regional Manager and CTPLO: including record keeping; organising meetings/events; drafting of Note Verbales and other formal correspondence;
  • Leading on all administrative procedures: processing incoming and outgoing post as well as telephone and email enquiries;
  • Ensuring DfT and CTPLO expenditure records in-country are kept up to date and in line with FCO and UK processes; manage any Programme budget, and office expense reconciliation
  • Initiating project proposals and taking responsibility for their planning, financial management and delivery;
  • To help manage, implement and evaluate ASLO aviation security projects on a timely basis in the Region;
  • Monitoring, assessing, evaluating and reporting on local aviation security standards and procedures (particularly during or following capacity building assistance);
  • Monitoring and assessing local media and other sources for news and developments in aviation security;
  • Providing advice and briefing to key stakeholders on aviation security matters in the region;
  • Providing cover and links to the ASLOs/CTPLO when on leave/official business;
  • Translate correspondence from the CTPLO and ASLO into French for onward transmission to Moroccan ministries and agencies.  Perform ad hoc interpreting at meetings.
  • Monitor, analyse and report on key developments in the areas of CT and CVE and their impact on stability.
  • Project Management of CT/CVE projects.
  • Scoping and developing new CT & CVE projects as directed by the 1st Secretary (Security).
  • Develop and strengthen working level relationships with the Moroccan Government, local implementing partners and CT & CVE think tanks.
  • Map stakeholder relationships with Moroccan institutions.
  • Provide protocol and cultural advice to the CTPLO and ASLO.

Essential:

  • Fluent written and spoken English, French and Arabic or Darija. Short listed candidates will need to pass a language exam;
  • The successful candidate will be organised, politically astute and able to identify, develop and manage key relationships to achieve UK objectives in the region;
  • Good communication and proven stakeholder skills are therefore essential;
  • Candidates should also have the ability to think logically/laterally, project manage and be able to display sound judgement and common sense;
  • Proven team working skills;
  • Management of budgets.

Desirable

  • Experience of working in/with organisations involved in Aviation, Police or Security operations.
  • A good understanding of Moroccan security structures (Ministry of Interior, DGAC, DGSN, Gendarmerie etc).
  • Willingness and ability to travel. There is a requirement for a small amount of travel around Morocco and/or the region and to London to attend the ASIO divisional meeting;
  • The Officer may occasionally be required to represent the ASLO and the DfT at meetings with senior personnel;
  • Previous diplomatic experience.

Working Hours and Remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including: gross salary of MAD 21,794 per month, inclusive of all allowances. The contract will be Full Time, Permanent.

Conditioned working hours for the position are 38 hours per week Monday to Friday.
