Economic and Prosperity

General budget support for the China Prosperity Fund projects in Chongqing:

  • To create project charging codes using Prism Projects. Assist with compiling Quarterly progress reports.  Maintain good programme records (including project proposal forms and project completion reports) using the Chongqing CG (Consulate-General) Shared Area, Sharepoint, and i-records;
  • Responsible for maintaining and updating the China Prosperity Fund outward facing comms pages (e.g., gov.uk,  FCONet, Sharepoint).

Provide support for finance management of the China Prosperity Fund projects in Chongqing:

  • To monitor and evaluate the projects’ financial control - including forecasting payments and processing them timely - and work plans;  to manage the financial relationship with project implementers, working with FCO’s (Foreign and Commonwealth Office) Payment System (Prism)
  • To procure goods and services for the designated projects in line with FCO Procurement guidelines; to ensure value for money on project spending;
  • To coordinate and report to Beijing central programme team on project spending and potential risks in Chongqing on timely basis.

Provide support for administrative management of the China Prosperity Fund projects in Chongqing:

  • To draft and prepare project contract and relevant legal documents; ensure proper signing from all relevant parties and records keeping;
  • To keep programme monitor / implementation log, e.g. important emails and key records throughout the project cycle and ensure the information is accessible to relevant colleagues in Chongqing and Beijing;
  • To support project manager checking finance claiming documents from implementers, and ensure that all costs are relevant to project delivery and value for money on project spending.

General support and project implementation coordination:

  • To provide general support to the delivery of the programmes. Working under supervision of project managers to assist developing and delivery of projects, database management, liaising with project and programme stakeholders/partners, and assist with other tasks needed.
  • To organise internal/ external events required by the projects and programme delivery, including workshop/seminar organisation, visits to the UK/regions other than Chongqing etc.      

  • Demonstrated work experience in project based financial management. Experience in use of financial management systems and databases.  
  • Good administrative and IT skills (e.g., Microsoft Office especially Excel).
  • A diplomatic, tactful manner when dealing with contacts and colleagues.
  • Good organisation skills, positive approach to teamwork, and a pro-active attitude.
  • Available to travel on occasional basis.
  • Experience working in a foreign firm or Embassy is preferable.
  • Some background in general project management is preferable.
