Main purpose of job:

This role manages our small but dynamic team in order to deliver the CSSF Regional and Stabilisation Programmes. The Programme Manager must balance the day to day management of both programmes, working closely with the two Heads of Programme, and engaging with a wide number of stakeholders across different parts of UK HMG (including internationally) and external partners.

The Regional and Stabilisation programmes are two of the current five programmes of Conflict, Security and Stability Fund in Pakistan.

The Regional Programme aims to create opportunities for better relations between Pakistan and its neighbours through shaping regional debate through track 2 dialogues and conferences, reinforcing regional economic cooperation mechanisms, and creating strategic communications tools to measure the above.

The Stabilisation Programme on the other hand aims to strengthen the environment for stability in FATA, by supporting the consolidation of community participatory approaches to service delivery, and test the delivery of business grants and job placement centres in FATA.

CSSF is currently undergoing a review and work to develop future programming is well underway, both programmes are likely to change over the next 18 months and candidates will need to be flexible around those changes, but this offers an exciting opportunity for learning and development in the areas of programme and project design. Responsibilities include but are not limited to:

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Provide high quality oversight and management of critical, complex cross-team issues such areas as results, gender, conflict sensitivity, finance and risk, including reporting those clearly (verbally and in writing) to senior stakeholders.
  • Support implementing partners in overseeing the wider work-plan, including synchronising key portfolio milestones to avoid bottlenecks, including regular direct verbal and written communication
  • Lead risk management for programmes, maintaining and if required developing risk analysis/strategies/appetites/registers addressing issues or highlighting/escalating concerns/risks/issues to appropriate level.
  • Lead development/maintenance/updating of Delivery Plans, ensuring key partner/supplier deliverables are tracked, escalating issues to appropriate level.
  • Ensure strong financial performance of the programmes with variance of less than 5% per month, through: collating and producing financial reports for project officers and implementing partners, quality assuring and interrogating forecasts, and resolving poor financial forecasting. Ensure strong financial management of team’s programmes, creating/managing/updating realistic forecasts and accurate budget profiling for outer years. Review partner/supplier financial reports checking variances and VFM issues. Manage audit requirements, ensuring reports and/or Annual Audited Statements are received, reviewed and findings followed up. Ensure all requisitions, purchase orders and receipting/payments meet FCO/DFID’s financial rules and are linked to agreed milestones.
  • Review partner/supplier reporting, identifying areas of concern and lead on remedial action.
  • Lead the planning for and delivery of ARs and PCRs.
  • Ensure outstanding payments are made, and closure actions taken. Represent CSSF in programme discussions with partner/supplier, Government and other donors.
  • Support programme management L&D within wider team, by sharing experience and skills.
  • Ensure compliance with key UK HMG requirements and standards, including but not confined to UK legislation, transparency, risk management, and audit/performance milestones. Develop and implement well designed systems and tools to minimise burden on staff/partners.
  • Advise team members, and build capability of colleagues, on programme delivery including aid instruments and agreements, and DFID’s commercial processes and tools.
  • Contribute to, draft and quality assure high quality briefings, submissions and replies to PQs/PEPs, challenging SROs when needed. Have understanding of the technical concept of programme(s), collaborate well with Advisers on technical issues to optimise delivery and achievement of outputs/outcomes, taking into account political economy.

Level of language required: Fluent

Other skills / experience / qualifications:

  • At least 3 years of project management experience, including at least 1 year of line management
  • Experience of managing stakeholder relationships
  • Experience managing financial budgets
  • Bachelor’s degree.
  • Experience of cross-government/multi-departmental working
  • Experience of DFID, FCO or MoD financial systems
  • International experience would be beneficial
  • Experience of monitoring and evaluation methodologies and their implementation.
