The UK’s Foreign, Commonwealth and Development Office (FCDO) is setting up a new team Indo Pacific Regional Department (IPRD)to support our diplomatic posts across the Indo-Pacific region with their bilateral project and programme management.  This is to raise the quality and capability of our network’s programme management, in line with the FCDO’s Programme Operating Framework (PrOF). The team will be based in the British Embassy in Jakarta and the British High Commission in New Delhi to cover the range of time zones of the region.  It will provide support to posts around the Indian Ocean region as well as China, North East and South East Asia and the Pacific.  It will help with procurement, programme and financial management and monitoring and evaluation. In a consultation we ran with our Indo-Pacific diplomatic network earlier this year, between 10-20 posts indicated they needed support with this. The team will be part of the Indo-Pacific Regional Department (IPRD), reporting to its Deputy Head who will be based in New Delhi. Once we have set up and piloted the team, there is a potential to make it permanent. 

 

The wider Indo-Pacific Regional Department designs and delivers major trans-boundary regional programming and provides technical policy advice. The Team delivers major multi-year Official Development Assistance programmes in three main areas: Climate, Economic Development and Social Development. The team is a mix of technical advisors (focused on the Indo-Pacific), a policy lead, and Programme Managers.

 

We are seeking a Programme Manager to be based in the British High Commision in India as part of this new team. This role will focus on driving up strong bilateral programme and project management, along with other new staff members. Others in the team will provide support on finance, and monitoring and evaluation.

 

S/he will provide oversight and support to Posts in the Indo-Pacific region in delivery of new or existing Official Development Assistance (ODA) programmes within agreed time, cost and quality constraints and assist with the design and business case development of new programmes to the highest standard. The role will be important in embedding high quality programme management throughout our operational business. The Post Support Team leader, the programme manager’s line manager, will be based in the British Embassy in Jakarta. The team will need to work closely with FCDO headquarters in London to provide accurate advice that is in line with the organisation’s processes and standards.

 

You will contribute towards efficient and effective management of the programmes including, but not limited to, delivery of outputs and achievement of the outcomes; designing & adapting programmes to changing contexts; compliance with the FCDO procedures on Programme Management including Programme Operating Framework (PrOF) rules and upholding the accompanying principles; and risk management. 

 The successful applicant will be contracted on FCDO’s local terms and conditions, for which details will be available on request.

As this is a new team, the responsibilities will evolve as the specific requests from our diplomatic network for programme support become clear. The responsibilities listed below give an indication from our initial consultations.

In this role, the Programme Manager will take a holistic view of the programmes across the Indo-Pacific region and ensure programme development, management, administration and staff development. S/he will support the programme staff in different posts in the Indo-Pacific region, working with internal/external stakeholders to help maximize results.  This will include the following functions:

Programme Management

  • Helping our Posts to confidently deliver our processes (i.e. the FCDO’s Programme Operating Framework), driving up skills and expertise by sign-posting them to central support and training, but also providing ad-hoc specific support to help increase capability and deliver effective programme management e.g. helping Posts understand how to:
  • Plan, coordinate and manage programme design, tracking achievement of deliverables, and reporting against these;
  • Deliver strong Due Dilligence Assessments; manage risk including fraud and safeguarding risks effectively etc
  • Develop systems to ensure team members deliver their programme management tasks in a timely manner including on finance
  • Advise on contracting and managing technical assistance and small grants.

 Results, learning lessons, team support

  • Support programme teams to focus on delivering results and providing robust evidence.  Work with the Monitoring, Evaluation and Learning adviser to improve the quality of results frameworks, reporting and lesson learning for active programmes.

 Reporting 

  • This post will report to the Post Support Team Leader, based in Jakarta.

 PLEASE NOTE: Due to the dynamic nature of our work, aspects of this role may change over time. The post-holder will need to be flexible and willing to adapt to evolving responsibilities.

 


  • Excellent programme and financial management skills, with experience of applying these in the international development sector
  • Strong ability to work effectively in a team.
  • Excellent communication and interpersonal skills including working effectively with a wide range of internal and external stakeholders.
  • Strong writing and oral communication skills in English – strong ability to communicate in simple English to posts and provide advice on programme management
  • Strong analytical skills; proven ability to prioritise and manage a demanding workload; be able to deliver high quality written work.
  • Excellent organisational skills and ability to juggle competing priorities, including the ability to manage multiple projects concurrently
  • An ability to understand and comply with corporate systems / procedures / policies and a good knowledge of computer programmes (particularly MS Office and internet/intranet) with aptitude for effectively learning FCDO’s on-line systems quickly.
  • The successful candidate will be expected to hold a graduate degree or have work experience that demonstrates a high level of programme management expertise.

  • Level of language required: Fluent in written and spoken English


  • Awareness of UK government structures and processes.
  • Previous experience of working on climate, prevention of modern slavery or trade in a development context
