Main purpose of job:

BHC Accra is a large post and is charged with delivering high impact and complex policy, programmes and campaigns on the full breadth of the Africa Strategy. All staff embody the new Foreign, Commonwealth and Development Office’s approach to cross-departmental ways of working and the High Commission aims to be a highly-inclusive place to work, celebrating a workforce with both diversity of thought and background.

We are looking for a self-starting and enthusiastic person, with strong finance, accounting skills and extensive programme management experience. This post will involve ensuring effective compliance and delivery across a range of key BHC functions.    The post will work across ODA and Admin budgets and play a key role in ensuring best practice in financial, commercial and risk management, as well as being the main contact on fraud prevention and supporting the Senior Programme Manager on programme management delivery. The post will involve working closely with the Corporate and Cross-Cutting Teams – including playing a key role in the delivery up to £10m of development assistance annually – and direct line management of finance and procurement staff. The successful applicant should be a good communicator and able to work alongside colleagues across a range of grades.  As well as finance skills, experience of international development programming, risk management, procurement and corporate working will be highly desirable.  This post is critical in bringing together legacy departmental elements in the merged FCDO and the post will necessarily flex to some extent as these structures bed down.

Resources managed (staff and expenditure):

  • Up to 7 staff – direct management or objective lead.
  • A complex budget
  • A relevant Bachelor’s degree.
  • A minimum of 5 years’ experience office experience in a fast-paced working environment in a project/risk/finance managerial role.
  • Proven experience of working on development programmes, including experience of commercial, financial and risk management.   
  • Proven experience of manging fraud and safeguarding risks. 
  • Understanding of ODA and development policy and ability to translate this into effective programming. 
  • Excellent people management skills and ability to work collaboratively.
  • Able to work flexibly, managing competing demands and under minimal supervision.
  • Strong organisational skills and good attention to detail.
  • Good team player with strong customer service skills who is able to operate at senior levels.
  • Ability to plan ahead and anticipate problems, as well as being able to respond to urgent demands.
  • Ability to build highly effective relationships with external organisations. 
  • Demonstrates discretion and respect for confidentiality.
  • Excellent English.
