View Vacancy - Political and Research Analyst – Countering Terrorism, Violent Extremism and Extremism
Main purpose of job:
The successful candidate will provide political analysis and deliver research (either in-house or commissioned externally) on extremism and terrorism related issues in Pakistan. You will work primarily with the Conflict, Security and Stability Fund’s Counter Extremism Programme team and will also provide insight to the wider Counter Terrorism team and other teams in the mission to support UK objectives in Pakistan. As a senior member of the local team you will be required to help set the framework for the work of junior colleagues, including embedding organisational vision and values.
Roles and responsibilities / what will the jobholder be expected to achieve?:
With HMG policy leads, support the design and strategic direction of the research programme to deliver detailed and evidence-based political analysis
- Identify knowledge gaps for research opportunities and take ownership for developing the research strategy and delivery plan to produce evidence-based well informed political analysis.
- Support the Programme team and wider political team by providing informed, timely and strategically aware political analysis on terrorism, extremism and violent extremism issues.
- Ensure the research products are impactful by disseminating them to the wider mission and HMG, and identifying opportunities for improving policy making and programmatic activities based on the findings.
Deliver the research strategy and delivery plan
- Commission and evaluate relevant research to ensure that the Programme team can design evidence-based programmes and to support the Political team’s access and influence.
- Undertake proactive and reactive open source research on topics of interest to the BHC, verify this research with expert contacts and use it to increase depth and breadth of understanding, often to tight deadlines.
- To ensure that policy and programme alignment is maintained, develop and maintain a network of contacts to inform this research and analysis and be responsible for ensuring the programme and political teams, as well as the High Commissioner, have a cohesive understanding of the landscape.
- Be responsible for stakeholder mapping and management for the team and ensure that UK policy makers are meeting with relevant influential stakeholders including by organising, accompanying and supporting senior staff on visits and produce timely and informative records of meetings/events to improve understanding on issues of terrorism, extremism and violent extremism. This would include proposing events, compiling guest lists, overseeing administration to ensure success and on occasion attending.
- Work closely with the Programme Manager to manage implementing partners to ensure quality, impactful research products are delivered.
Monitoring and evaluation of research project results and impact
- Monitor research project outputs and milestones to ensure the project(s) are on track to delivering results outlined in the results framework, and update the programme documents accordingly.
- Quality assure project-level products, ensuring key results are met and, as necessary, escalating any issues, risks and challenges faced by the projects through appropriate channels
- Deliver against Annual Review recommendations relating to research and analysis ensuring they are implemented.
Additional requirements
- Actively support cross-CSSF and cross-BHC corporate requirements as and when required, including support for hiring panels within the CSSF/Political Team.
- You will also play a leading role in the coordination of events and visits to support programme objectives.
Language requirements:
Language: English and Urdu.
Level of language required: Exceptional command of written and spoken English and Urdu.
Other skills / experience / qualifications:
- Education: Bachelors degree
- Strong research background with experience of undertaking research in fragile and conflict affected states.
- A proactive dynamic individual with a can-do attitude, who works well in a team.
- Be well organised and able to demonstrate flexibility.
- Have strong computer skills (particularly MS Word, Excel and Outlook).
- Excellent interpersonal and communication skills, including presentation delivery.
- Have a high standard of accuracy and attention to detail.
- Ability to think creatively to solve problems, sometimes under pressure and multi-task.
- Have a track record in managing and prioritising your workload.
- Confidence and commitment to deliver with minimal supervision.
- Detailed knowledge of extremism and terrorism issues in Pakistan and/or South Asia.
- Evidence of producing relevant political or conflict analysis.
- Experience of managing research projects including managing implementing partners, familiarity with commercial arrangements and quality assurance processes.

Salary Details:
For BHC candidates, the Local BHC Terms & Conditions will apply.
For other than BHC candidates, Basic Salary will be PKR 230719.
