View Vacancy - Stabilization Programme Manager, Nairobi, CSSF Somalia B3 (40/17 NR)
Main purpose of job:
To oversee the stabilisation programme using programme and project management (PPM) skills to design proposals, manage implementation, monitor project expenditure, and deliver VFM within an overall Programme. Particular emphasis is on delivery via contract management skills and maintaining detailed project plans, developing and maintaining mechanisms to monitor spend vs. forecast.
Roles and responsibilities:
Programme Management:
- Manage the programme delivery of the Stabilisation Strand programme, supporting the Stabilisation Adviser in Mogadishu, as the policy lead.
- Initiate and complete procurement/ tender processes.
- Contract Management – drafting of contracts and ToRs, liaison with commercial procurement group (CPG), implementers, subject matter experts (SMEs) and stakeholders, monitoring and managing of budgets, ensuring guidelines are adhered to.
- Financial management – including developing mechanisms to monitor spend vs. forecast, regularly reviewing spends, looking at value for money (VFM) and challenging where necessary; including working with the CSSF East Africa Finance Manager to provide budget forecasts as need be.
- Project reporting – ensuring that a robust schedule of reporting is in place and adhered to. This includes drafting internal programme progress reports, narratives, board discussion papers and minutes from meetings.
- Design, management and monitoring of various work strands (quality, budget, risk, and timelines).
- Document management – MOUs, Single Source Justifications (SSJs), sanctions process, gifting pro-forma, and amendments/additions to existing project documentation.
- Occasional travel to Mogadishu for short periods to engage with the Stabilisation Adviser, implementers and other partners as needed.
- Administration support as required.
- Coordinate appropriate and robust monitoring and evaluation activities across the programmes working with the CSSF team M&E officer, including working with existing third party monitors. Work with the Stabilisation Adviser to ensure the programme is compliant with CSSF cross-cutting requirements including conflict and gender sensitivity.
Policy Management and collaboration:
- Engagement with policy experts and colleagues on aspects of project delivery and ensuring collaboration between project strands.
Corporate:
- Ensure project files are maintained in line with Information Management policies and procedures.
- Ensure project finances are recorded and reported as required.
- Provide support to the CSSF Somalia team leader on the portfolio’s reporting requirements as required.
Resources managed (staff and expenditure):
The job holder will lead on the financial management of the programme budget (approximately £1,2m in FY17/18, subject to approval). Additionally they may be required to act as the counter-signing officer to the Shared Stabilisation and CT Programme Assistant.
- Experience of working in a project or programme environment particularly financial and budget management skills
- An undergraduate degree in a relevant field
- Fluent in English
- Previous experience of project management of stabilisation and would be an advantage. Experience of Stabilisation activities or delivery in a conflict environment

Working patterns: Full time, 36.25 hours per week. The CSSF team encourages staff to work flexibly, subject to agreement with the individual and the line manager.
