The British Embassy in Baghdad has a vacancy for a Conflict, Stability & Security Fund (CSSF) Programme Finance & Projects Officer, Grade B3 (L) position.

Objective:

This critical role will support the delivery of the £30m Iraq Conflict, Stability and Security Programme. The UK’s NSC objective for Iraq is to support Government of Iraq reconciliation and reform, helping it to defeat Daesh and build a stable, secure, prosperous and unified Iraq. The Iraq CSSF supports UK and Daesh Coalition efforts - looking across the breadth of stabilisation and early recovery programmes to governance and security sector reform. As such, this post offers a chance to work on a fascinating priority for the UK government and our partners.

The post holder will be responsible for the effective delivery of the programme finances across the CSSF portfolio; coordination and engagement with London teams on procurement and corporate management and support to programme managers to set-up, deliver and monitor projects across the CSSF. There will also be a programme management element to the role – with oversight of a £2 million monitoring, evaluation, research and learning programme.

The role will support the development of finance skills and best practice across the CSSF network, with a potential future requirement for line management. .

Main Duties and Responsibilities:

You will be able to demonstrate and build on experience and knowledge of project and programme management, financial management and communications techniques.

Specific Roles and Responsibilities

  • Oversee finances (allocations, spend and forecasts, receipting, ODA returns etc) for all CSSF programmes (£30m) and ensure accurate and timely financial reporting across the portfolio
  • Actively track and manage programme spend, identifying under/overspend risks and recommending and implementing mitigations
  • Provide advice, support and training as required across the CSSF programme management network to build capability and ensure best practice in financial management
  • Manage procurement, working with programme managers in London and across the CSSF portfolio to deliver best commercial practice
  • Maintain accurate project and financial information and coordinate high quality returns to corporate requests, press enquiries and briefing materials
  • Lead on transparency for the team, ensuring the Iraq CSSF delivers UK requirements and demonstrates best practice
  • Act as a key coordination point between the Embassy and London-based teams across FCO, DFID, SU and MOD to support CSSF delivery, including for recruitment and deployment of team members and advisors
  • Programme manage a £2 million programme focused on monitoring, evaluation, research and learning.

Essential:

  • High school qualification/s and relevant experience or a Bachelors degree
  • Experience of financial and project management.
  • Experience of project/programme management of multiple projects.
  • Experience of working with others outside of one’s team and department.
  • Excellent networking and communication skills.
  • Ability to deliver at pace and with limited guidance.

Desirable:

  • Experience in requisitioning, receipting and forecasting using an Oracle based system.
  • An eye for numbers and practical Excel spreadsheet skills.

Working Hours and Remuneration:

The starting salary for the role is $2,041 payable 13 times per year. In addition a monthly allowance of US$300 for security is payable. The allowance is subject to review and may be altered or withdrawn at any time. The British Embassy also runs a performance related pay scheme and supports training and development for all staff. This is a full time fixed term contract for two years.

Normal working hours are Sunday - Wednesday 0800 – 1600 and Thursday 0800-1400. Due to the nature of the work, some flexibility on working hours will be required; time off in lieu will be arranged. The annual leave entitlement is 20 days plus up to 14 days public holidays [UK/Iraq]. Other benefits include the Embassy medical scheme (which also covers close dependants) and access to onsite facilities including a canteen.

The successful candidate will be subject to a 90 day probationary period.
