The British Embassy in Estonia is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for an Coaching, Mentoring and Visits Schemes Manager based in Tallinn.

The selected candidate will be responsible for delivering two important elements of our learning and development (L&D) offer: coaching & mentoring and Overseas Work Experience (OWE) & Short Term Attachments (STAs).

Main Duties and Responsibilities

Coaching:

  • Lead the development of the coaching policy for the FCO. We continue to look for opportunities to refine our coaching offer: to target the right people, to improve individual and organisational performance and achieve value for money. This therefore requires a good understanding of the coaching process, theory and best practice. You will work closely with our HR Directorate as a primary stakeholder.

  • Proactively promote the internal and executive coaching offers through effective communication and events.

  • Oversee the coaching community, monitor take up and evaluate the impact of coaching on learning and performance.

  • Project manage the training and transformation of the internal cadre into a supported and professionalised Whitehall resource. This includes ensuring the cadre has access to continuing professional development opportunities and supervision.

  • Ensure coaching is accessible to participants on the new Confident Manager Programmes, and to other staff participating in leadership programmes as part of the wider Leadership and Management Development Strategy.

  • Manage the provision of Executive Coaching for Band D and the SMS: this includes working closely with Civil Service Learning and external coaches to ensure they deliver a timely, top quality and value for money service.

  • Work confidently with senior colleagues, offering advice and support but also managing expectations.  

Mentoring:

  • Refresh and promote the mentoring community site.

  • Work with the FCOA to set up and guide mentoring partnerships with FCO staff to build and share expertise.

  • Liaise with FCO mentors to quality assure and evaluate the mentoring offer.

  • Report regularly on the impact of both mentoring and coaching as key enablers of the D2020 Expertise.

Short Term Attachments:

  • Lead on ensuring a pipeline of eligible Band A and B staff take advantage of this scheme by encouraging staff to apply for, and Posts to offer, attachments by publishing the adverts promptly on FCO Intranet. Initiating regular communication to highlight its purpose, the benefits and successes.

  • Administrative requirements to ensure the selection process is followed correctly.

  • Review the policy to ensure it continues to meet the organisation’s needs and adheres to related guidance e.g. changes to travel entitlements. Make changes as required to the guidance on FCO Intranet.

  • Manage the budget, advise of charging instructions and produce reports and evaluation data as necessary.


Overseas Work Experience:

  • Deliver 3+ OWE visits a year. Identify the Posts and agree the timing and programme with them

  • Advertise the scheme via FCO Intranet and the Bulletin, answer queries and manage the selection process.

  • Lead on guidance and communication to reflect changes and publicise successful visits.

  • Review the policy to ensure it continues to meet the organisation’s needs and adheres to related guidance e.g. changes to travel entitlements, making changes as required to the guidance on FCO Intranet.

  • Manage the budget, advise of charging instructions, act as approver for all expense claims related to OWEs and produce reports and evaluation data as necessary.

  • Experience in coaching and knowledge of coaching theory and adult learning styles.
  • Strong interpersonal, self- organisation and prioritisation.

  • Strong written and oral English language skills.

  • Proven track record of delivering and evaluating results.

  • Commercial awareness i.e. the ability to work with suppliers to ensure value for money; an attention to detail when managing budgets.

  • Genuine interest in all forms of learning and development.

  • Attention to detail and the motivation to get things done with minimal supervision.

  • Experience in engaging with senior stakeholders.

  • Ability to work effectively with colleagues, across the network, to see things through from start to finish.

  • Good communication skills.

  • A recognised coaching qualification – either Chartered Management Institute (CMI) level 5 or above or Institute of Leadership & Management (ILM) level 5 or above or a local equivalent.
  • Or a learning and development qualification e.g. Chartered Institute of Personnel & Development (CIPD) Certificate in L&D Practice, or a local equivalent.

  • Experience of working in adult learning and development, particularly around leadership development and personal impact.

  • IT skills (Microsoft Office tolls).

  • Agility to pick up other related projects as they arise.

  • Resilience – the jobholder will be supported by colleagues at Post but will work largely unsupervised and managed remotely from the Academy in the UK.
