Main purpose of job:

The Immigration and Migration Section of the British Embassy Hanoi is the representative office of the Immigration Enforcement International (IEI) Home Office in Vietnam working with different Vietnamese law enforcement agencies, carriers, NGOs and civil society to reduce immigration abuse for better border control and prevention of human trafficking.

The job holder will be responsible for IEI capacity building programmes in Vietnam (an ODA country). The role will focus on developing technical knowledge and strengthening institutional capacity on migration, border management and combating human trafficking, aiming at long-term sustainability. The programmes aim to build capacity in three areas:

  • Developing institutional capacity;
  • Developing human capacity; and
  • Developing operational capacity. 

Roles and responsibilities / what will the jobholder be expected to achieve?

  • Plan, develop and implement the IEI Capacity Building strategic plan in line with the IEI training policy, UK-Vietnam Strategic Partnership and other guidance of UK Home Office’s foreign policy objectives.
  • Monitor and evaluate the impact of strategic capacity building activities and report to the Head of Section in Vietnam, regional office in India and headquarter in the UK to ensure value for money, effectiveness and relevancy to target audiences.
  • Identify needs for capacity-building through needs collection and analysis; design activities including developing project proposal and evaluation tools; monitor and review progress in the implementation of capacity building activities
  • Coordinate service providers, project partners (experts, trainers, training institutions, etc.) to support design and delivery of capacity-building activities
  • Manage financial/budgetary planning, exercise quality control over all procedures and documents, and ensure proper follow-up as necessary.
  • Oversee and coordinate timely submission of reporting on programmes, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports.
  • Assist the Head of Section with preparation, implementation and follow up of the decisions to develop and deliver training courses, as well as "training of trainers" programmes in order to facilitate knowledge sharing.

  • Language: English, Vietnamese
  • Previous work experience related to capacity-building actions with concrete involvement in the design/ delivery of capacity-building activities
  • Demonstrated experience working with local authorities and international partners
  • Strong presentation and writing skills, including the ability to elaborate guidance, terms of reference, proposals, high quality reports and briefings.
  • Basic budgetary skills and able to work within limited resources
  • Strong interpersonal and verbal communication skills.
  • Strong organisational and time management skills.
  • Excellent IT skills including Microsoft Office applications such as Excel, PowerPoint.
  • Good knowledge and understanding of work planning, risks anticipation, goal setting within area of responsibility.
  • Ability to handle multiple tasks and deadlines, and work well with others in a fast-paced environment with limited supervision
  • Degree in programme and project management.
  • Ability to communicate at a high level, both verbally and in writing, and effectively interact with multi-stakeholders including senior leaders
