Main purpose of job

The UK Department for International Development (DFID) is looking for a Senior International Development Adviser/Deputy Team Leader to support the design, management and oversight of its policy and programme activities in cooperation with the Government of Brazil and other key partners, aiming to deliver development outcomes in third countries in Africa, within the framework of the Brazil-UK Memorandum of Understanding for a Global Development Partnership (signed in June 2011).

DFID leads the UK’s work to end extreme poverty. We're ending the need for aid by creating jobs, unlocking the potential of girls and women and helping to save lives when humanitarian emergencies hit. DFID Brazil does not manage any bilateral programmes in Brazil, but instead works with Brazil to help enhance its development impact in low income countries, through a combination of high level policy dialogue and diplomacy, as well as targeted support to triangular/south-south programming. By working with Brazil in sharing and adapting its best practices and engaging in global development dialogues, DFID’s objectives are to improve global development effectiveness and to encourage Brazil to take an enhanced global advocacy and leadership role on poverty reduction, within the framework of the 2030 Agenda for Sustainable Development.

Working in this position, you are expected to demonstrate ability in supporting the Development Counsellor (Head of DFID Brazil) in managing programme and policy work and to provide strategic advice on some specific areas of DFID Brazil’s engagement, which will be defined when the job holder is selected. Areas which the team cover include food and nutrition security and sustainable agriculture; climate change policy; demographic data and strategy; global development effectiveness; women’s empowerment and gender equality; responsible and inclusive investment; public transparency and accountability. You will lead on developing DFID’s partnerships in some of these areas, building and maintaining a constructive dialogue with the Brazilian federal government and other key partners and stakeholders, in Brazil, in the UK and globally, including civil society organisations, academic and research institutions and business.


Roles and responsibilities

  • Lead on the design, management and oversight of DFID Brazil’s policy and programme activities, including: global development effectiveness; women’s empowerment and gender equality; social development/protection; responsible and inclusive investment; public transparency and accountability. You should ensure: a) that the relevant programme/project components deliver the planned outputs; b) timely advice and reporting on issues regarding programme implementation to the DFID Brazil team and to DFID HQs; c) effective financial administration, financial, reputational and programme risk, monitoring and evaluation of programme activities.
  • Manage DFID’s relationship with the Brazilian Cooperation Agency (ABC) and other Brazilian government partners, ensuring timely and effective delivery of the planned outputs of the UK-Brazil development partnership coordination mechanism.
  • Provide quality advice and technical support to strategy, policy and programme activities, which contribute to DFID’s and the wider UK government’s work with Brazil. This includes providing high-quality, timely and succinct oral and written briefs to senior UK government officials on issues regarding DFID Brazil’s programme and policy work and on Brazil’s engagement in global development cooperation.
  • Deputise for Head of Brazil, including day to day management of the Programme Manager, overseeing management of the programme and Deputising as Head of the team on all policy and programme matters in the Head’s absence.


1)     Bachelors’ degree in Social Science, International Relations or International Development. MA desirable.

2)     Ability to demonstrate a high level of credibility with stakeholders at policy and technical levels;

3)     At least 5 years of Development Diplomacy/ Policy influencing skills at high level across government ministries, international organisations and civil society;

4)     5 years proven technical competency in either Governance, Human, Social and/or Economic Development with the ability to incorporate cross-cutting issues such as women and girls, climate change and environment;

5)     Demonstrable ability to work effectively at a high level in a second language;

6)     Concise written and communication skills and ability to deliver high quality work at pace;

7)     Excellent networking and team work skills, including from a distance;



1) Experience of working at different levels of responsibility and with different stakeholders (e.g. government, civil society, multilaterals, foundations);

2) Five years of experience of working in low-income countries and particularly in Africa

3) Programme management experience;

4) People management experience.

5) Ability to work closely with other parts of DFID and HMG, and to manage stakeholders across the UK government
