Main purpose of job:

The job holder will be responsible for delivering accurate forecasting, robust financial management at project level, and improving financial management processes across a large and complex Conflict Stability Security Fund. They should develop an excellent understanding of HMG financial processes and combine this with their own knowledge and experience to review and improve financial management systems in place across the programme. They will work very closely with programme managers to assess and maintain value for money and quality of financial reporting from implementing partners. They will report to a diverse range of stakeholders on all financial matters, making recommendations based on accurate forecasting of spend.

 

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Assist the Programme Managers in updating budget forecasts and align variances on Hyperion
  • Produce financial reports from Hyperion/ OBIEE & other HMG departments reporting systems, and assist programme managers understand the variances
  • Produce monthly, quarterly, annual and ad hoc reporting of project and programme finances required by   stake holders
  • Maintain records of what has been reported, to whom and ensure our reporting is consistent
  • Develop and maintain mechanisms to monitor spend vs. forecast, regularly reviewing spends, looking at value for money (VFM) and challenging where necessary
  • Responsible for documenting, improving, and maintaining highest standard financial management processes across the CSSF Eastern Africa portfolio
  • Provide scrutiny and analysis of financial submissions from project partners
  • Support compliance requirements by co-ordinating due diligence/ occasional audit/ spot checks on implementing partners financial submissions
  • Offer cover on regional finances where necessary when the Finance Manager is absent
  • Provide administration support to the team
  • Strong financial management skills
  • 2 years’ experience of managing multiple and diverse budgets in a project/programme context
  • Strong IT skills - Advanced skills in MS Excel and the ability to present complex financial data to a senior (non-financial) audience
  • Formal qualifications in accountancy or financial management

  • Proactive with the ability to work autonomously to design creative solutions to problems.
  • Willing to work to frequent and tight deadlines while maintaining a high standard of work.
  • Excellent command of written and spoken English and be able to present complex ideas clearly in briefings and meetings.
  • An eye for detail and accuracy are important.
