The British Embassy in Chisinau is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to employ a Project Officer.

The Project Officer for the British Embassy Chisinau leading on project delivery for two different programmes: the UK’s Conflict Stability and Security Fund (CSSF) and the Embassy’s bilateral funds (GBF). The officer will flex, depending on business need, between the two funds, both with different approaches to programme management and working to different Results Frameworks, though with common themes such as the empowerment of women. 

For CSSF, the project officer will work as part of a regional team (working with a centralised “Hub” in Tbilisi) and coordinate closely with Embassy teams to deliver high quality programme outcomes in Moldova that are aligned to CSSF guidance and objectives.  For the GBF, this will involve working together with the Embassy leadership and political teams to identify opportunities for GBF funds to support the work and objectives of the Embassy. The role will draw on and build skills in project management and will include the need to develop and deliver project proposals to deliver against country and regional strategies and Monitor and Evaluate project delivery and finances together with implementers.

Main Duties and Responsibilities

  • In support of the Country Business Plan (and for the CSSF, the Regional Results Framework), working with Embassy and the CSSF regional team, to act as project manager for CSSF and supporting the Head of Programmes to deliver projects under the Embassy’s GBF. Lead on the scoping and establishment of projects, liaising with potential project implementers, beneficiaries and policy officers within the Embassy, London and in the region. Advise the Embassy’s Project Board on project selection that best delivers against country and regional objectives.  Deliver high quality day-to-day project management including robust monitoring and evaluation of activities and report on activities to the regional Hub for CSSF, and the local Programme Board for both GBF and CSSF.  Ensure that the UK is receiving value for money for activity funded by CSSF and GBF.
  • For GBF, financial management on FCO financial computer systems, procurement, forecasting, reporting and accurate record keeping to comply with FCO standards and procedures.  Basic budget management and oversight for CSSF projects.
  • Lead on the planning and delivery of public diplomacy activities that can raise awareness and engage with a wider audience in support of CSSF, GBF and wider Embassy objectives.  This will involve thinking creatively from the concept of a project on communications and public diplomacy opportunities and working with colleagues at Post and with the CSSF Hub to deliver enhanced impact.
  • Other duties as required, including one corporate contribution to the Embassy platform.
  • relevant university education, minimum bachelor's degree 
  • 2 years project management experience
  • proficient verbal and written language skills in English, Romanian and Russian
  • Good knowledge of the Transnistrian frozen conflict
  • Background in conflict and peacebuilding work
  • Experience working in international organisations or Moldovan ministries
