The UK Mission to the EU, based in Brussels, Belgium, is part of a world-wide network of 230 Diplomatic Posts, representing British political and economic interests overseas. We are now looking to recruit a Senior Market Access Adviser for the Department for International Trade (DIT).

This role will support UK businesses and DIT network of Market Access Officers to understand the terms of trade following the UK’s departure from the EU, and make the most of trade opportunities between the UK and European countries. The successful candidate will identify, report and explain market access barriers affecting UK businesses, based on business intelligence and enquiries gathered across Europe by the virtual Europe Market Access Centre, and trade and economic teams in embassies. Moreover, this role will act as the link between trade policy and market access leads in Capitals and Brussels, in order to support the UK Mission (UKMIS) in addressing questions from European business associations. The role will lead on investigating, understanding and explaining EU regulation and context where barriers to trade are encountered, drawing from expertise across UKMIS, and where applicable and appropriate proposing actions to remove these barriers.

Main duties and responsibilities:

  • Act as EU lead embedded in the UKMIS trade team for the virtual Europe Market Access Centre, working closely with other Market Access Officers and economic teams across Europe to build knowledge and understanding of trade rules and barriers affecting UK exporters and importers, and contributing to regional advice – with a particular focus on barriers that are EU-led, i.e. requiring information and interventions in Brussels.

  • Bring together key UKMIS policy and sectoral leads on emerging issues, to share information, monitor and report on regulatory developments and the business environment of the EU, scan for potential barriers to trade (e.g. through proposed or new legislation or procedures), and assess impact on UK business interests.

  • Lead on information flows regarding business enquiries received across Europe, and interactions between the Market Access Centre and business engagement leads in UKMIS about the terms of trade or new barriers to trade between the UK and EU markets, investigating the rules or procedures involved in any issue, and explaining these publicly or back to London. Identify longer-term trade barriers from enquiries, investigate potential solutions, and as appropriate escalate these to the wider UKMIS Trade Team, the Market Access Centre, as well as the Bilateral Relations Team in London, to include these in strategic plans, and work together to resolve them. 

  • Contribute expertise to broader embassy work on market access issues as required, including formal engagement, Ministerial visits, business outreach and engagement, as necessary, ensuring a coordinated approach across HM Government.

  • Encourage businesses where appropriate to explore further opportunities for growth working with country trade teams and the Trade Hub.

  • Work collaboratively with the Devolved Administration Offices in Brussels as key stakeholders, identifying and addressing market access barriers.

  • Support the development of market access expertise across Europe, and contribute to wider DIT and UKMis Brussels objectives.

There will also be tasks specific to the mission.

The successful candidate will need to be able to understand and interpret complex detail from EU laws and procedures, be a good communicator to explain these to businesses as well as to other colleagues, and enjoy working closely and collaboratively with a wider range of stakeholders in country teams, regionally and with London.

 

  • Full professional proficiency in English (written and spoken, minimum of C1 level for CEFR framework*);

  • Relevant university degree;

  • Good understanding of the international trade and the business environment;

  • Strong grasp of EU processes and legislation

  • Stakeholder management skills;

  • Demonstrable analytical skills, the ability to make sense of complex information;

  • Previous or relevant experience in dealing with regulatory barriers to trade;

  • Strong written and oral communication skills, and IT capability (MS Office etc.).

  • Strategic commercial and economic awareness;

  • Previous or relevant experience working with business;

  • Previous experience or interest in, working on European affairs;

  • Relevant policy experience.

This is a 12 month, full-time contract for 5 working days (36.25 hours net) per week. The monthly gross salary for this position is € 5,471.76, C4 level. In addition, we offer an extensive salary package, which includes a 13th month, luncheon vouchers, pension scheme , optional hospitalisation insurance (subject to monthly employee contribution), reimbursement of public transport and a lot more. We offer more days of annual leave than the Belgian requirements.

Please note that Belgian nationals will be paid their salary gross and are expected to comply with their tax obligations through completion of a tax return to the Belgian authorities. Non-Belgian nationals will receive their salary net, minus the deduction of an equivalent level of Belgian tax retained at source. Further information on this will be given to candidates during the recruitment process.

Staff recruited locally by the British Diplomatic Missions in Belgium are subject to Terms and Conditions of Service according to local Belgian employment law.

The successful candidates will be subject to professional background checks and security clearance.

Passport: officers are expected to be in possession of a passport due to the possibility that they may be asked to undertake business travel.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Belgium and be prepared to ensure that right remains throughout the scope of the contract.
