The British Embassy in Chisinau is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a dedicated Trade Policy Officer.

The main purpose of this new role is two-fold: 

  1. Work with UK Department for International Trade (DIT) to provide advice and support to inform the implementation of the bilateral trade agreement under the titles of the UK-Moldova Strategic Partnership and Trade Cooperation Agreement (SPTCA);
     
  2. To service and advise on enquiries from UK businesses who wish to export to Moldova, including identifying barriers to that trade, and working with the DIT network to address them.

What will the new hire be expected to achieve?

Roles:

  • To develop a comprehensive understanding of the Moldovan trade system and how this relates to UK trade policy interests, including market access and the bilateral (SPTCA) trade agreement;
  • Provide expert advice to the British Embassy and DIT in London on the opportunities to increase trade, by ensuring an in-market perspective, including surveying upcoming legislation and checking it for compliance and compatibility with Moldova’s bilateral obligations with the UK;
  • Support engagement with all relevant Moldova stakeholders, in support of the UK’s bilateral trade interests;
  • Support engagement with British business in Moldova, to service UK export and market access enquiries; 
  • Represent the British Embassy and DIT at events locally and possibly internationally.

Responsibilities:

  • Understand, and represent to others, the UK’s economic and trade policy priorities, and the extent to which the bilateral arrangements between the UK and Moldova underpin the UK’s existing - and future - bilateral trade and investment interests;
  • Scoping and analysing the business environment and trade sectors in Moldova by establishing and extending a comprehensive network of stakeholders and conducting desk research;
  • Develop strong working relationships with all Government of Moldova bodies responsible for trade and bilateral trade arrangements, and liaise between them and DIT London, in support of UK interests;
  • Provide a Secretariat function for those mechanisms, on behalf of DIT London;
  • Keep up to date with, and provide written analysis to, DIT London and the British Embassy, on relevant developments in Moldovan trade policy;
  • Work closely with the British Embassy and DIT commercial staff to identify any barriers (market access) to trade and the strategy and resource needed to address these, including via bilateral trade arrangements and other engagement;
  • Work with British Embassy policy and programme colleagues leading, so that the objectives and activity of both this, and our trade aspects of the relationship, are mutually reinforcing; 
  • Working on small projects with the British Embassy Programme team to deliver value for money and in line with our Embassy Country Plan.
  • Fluency in English and Romanian (both oral and written, minimum C1 level*);
  • Graduate degree holder with a proven professional track record in international trade law, or international trade policy development;
  • Excellent (policy-oriented) research skills: the ability to find, manage, analyse, summarise and present complex and technical information;
  • Excellent networking and stakeholder management skills;
  • Strong analytical and presentation skills;
  • Strong interpersonal and communication skills;
  • Customer focused.
  • Fluency in Russian is desirable;
  • Experience of working in, or collaborating with, Moldovan government institutions or agencies;
  • Experience of working internationally or on behalf of an international organisation;
  • Project or programme management;
  • A valid driving licence.

This is a full-time 24 month contract of 35 hours (net) per week. The gross monthly salary is 30,209 MDL payable in 12 equal instalments.

All applicants must currently hold the independent right to live and work in Republic of Moldova and be prepared to ensure that right remains the scope of the contract.

Staff recruited locally by the British Embassy in Chisinau are subject to Terms and Conditions of Service according to local employment law.

The British Embassy, Chisinau prides itself on having a strong one-team approach with good coordination between all sections.  The jobholder, after DIT induction training, will have considerable autonomy, and there will be plenty of scope for acquiring and developing wider core trade skills. DIT and the Foreign Commonwealth & Development Office have a strong Learning and Development (L&D) culture supporting a 70:20:10 learning posture (70% on-the-job informal learning, 20% informal learning from others, 10% formal learning).  

In a relatively small Embassy, the job holder will be involved in corporate issues (e.g. as a member of the Post Management Committee, L&D development and undertaking the Duty Officer role along with other UK-based staff).  You will also be expected to be a member of Post Crisis Management team.
