View Vacancy - International Climate Finance (ICF) Manager | LEAF and Carbon Market Development
Main purpose of job:
This is a programme manager position leading the network’s efforts to implement LEAF (Lowering Emissions by Accelerating Forest Finance) and to support the development of effective carbon markets in Brazil.
The post is 12 months fixed term with the possibility of renewal.
Roles and responsibilities / what will the jobholder be expected to achieve?
Brazil (80%)
Programme and policy delivery - 60%
- Lead successful mobilisation and implementation of LEAF across Brazil.
- Strategic engagement with states promoting LEAF, acquiring intel from the ground, providing guidance to BEIS and providing steer on state political engagements to the network.
- Ensure LEAF integration with broader ICF Forests Land Use and Carbon Markets (FLUCM) portfolio, especially other FLUCM programmes.
- Identify potential opportunities and impact from LEAF to support COP26 aims.
- Raise LEAF profile through effective communication plan and implementation.
Future programming development - 10%
- Participate in future LEAF discussions, incorporating lessons learned and assessing political benefits.
- Brazilian states participation.
- Identify and propose new programming demands on carbon market including PMI (PMR continuation).
Strategy and planning and corporative - 10%
- Collaborate for ICF programme transition in country by guiding ICF programmes reshaping through a strong integration and coordination across ICF programmes including:
- Contribute to a refreshed Forest ToC and Brazil ICF AFOLU Strategy, integrated to broader Brazil ICF Strategy.
- Collaborate to build and maintenance of Brazil ICF Dashboard.
- Support Climate Partnership implementation and maintenance between UK and Brazil.
- Actively participate in Brazil network initiatives aiming collaborative team work, embracing diversity and integration.
- Join BEIS FLUCM network events, meetings and engaging with FLUCM experts.
Regional (20%)
- Build a regional strategy for LEAF, specifically alongside Ecuador, Peru and Colombia, to identify and maximise programmes investment and policy opportunities.
- To collaborate strategically with other UK posts that work on LEAF aiming regional narrative on carbon market aiming to promote net-zero emissions economies.
- Consolidate products and knowledge sharing to leverage the results and impact within LEAF LATAM projects. Exchange best practices and results across the region and other ICF programmes.
- To lead and promote collaboration and coordination with other donors in coordination with the Climate policy team strategy.
- Support preparation and engagement of LEAF ahead and during COP 26.
- Leading and planning the strategic direction of LEAF communications to increase our visibility and support to UK support in LATAM.
Essential on arrival:
- Skilled in building relationships and developing projects
- Strong networking skills, with the ability to work with a variety of stakeholders and partners
- Strong emotional intelligence, showing ability to work calmly to deadlines and manage work which requires a high degree of collaboration.
Language:
English and Portuguese with the ability to communicate professionally in both languages at near-native standard.
Desirable:
- Previous programme management experience and a good understanding of carbon markets, forest and land use issues in Brazil.
Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
Eligibility to work and live in Brazil is required.
