The British Embassy Tunis invites applications for the position of Protocol and Transport Manager, job grade Executive Officer (EO).

The jobholder will be responsible for leading on the protocol, freight and transport operations, putting in place the systems and processes that will lead to an effective collaboration with the Tunisian government and a smooth delivery of Protocol work. You will work in close collaboration with senior stakeholders in the Tunisian Government, manage a Protocol Officer, and directly report to the Head of Corporate Services (HCS).

 

Duties and responsibilities:

- Protocol management:

  • Responsible for the accuracy of the diplomatic list.
  • Advise and handle the special procedures of the diplomatic accreditations for senior positions at post such as HM Ambassador, Defence Attaché, Deputy Defence Attaché, and Consul Generals.
  • Advise on and apply for accreditation of new slots in co-ordination with the Foreign, Commonwealth and Development Office (FCDO) help desk.
  • Engage with senior Ministry of Foreign Affairs (MFA), Customs, and other key government officials to develop a productive relationship, resolve, and prevent protocol issues before they arise.
  • Advise on reciprocal arrangements in consultation with Protocol London, such as airport passes quota and airport access in VIP visits, and diplomatic bags and diplomatic shipments clearance
  • Offer guidance and advice on Protocol operation. Advise and liaise with all Embassy sections on all protocol related matters.
  • Advise all Embassy sections on the issuance and drafting of specific notes verbales to maximise engagement with MFA.
  • Monitor quality of protocol services delivered to all staff and lead on devising and delivering remedial plans.
  • Line manage the Protocol and Freight Officer on all their duties.

- Freight management

  • Manage and advise on all freight policies and procedures to ensure efficient and safe movement of import and export for Unaccompanied Air Freight (UAF), heavy baggage, or any official diplomatic goods.
  • Liaise with MFA, local expert on Tunisian regulations for diplomatic freight.
  • Advising UK-Based Staff (UKBS) with entitlements and appropriate shipping options via air, sea, or diplomatic bag.
  • Monitor the quality of services delivered by freight forwarder companies and advise FCDO bag room team/ Diplomatic Supplies with the best service delivery companies on the market to ensure smooth customs clearance.

- Transport management: Oversee the running of the transport operation, providing a quality and efficient service to staff and stakeholders in compliance with British government and Embassy policies/ procedures.

- VIP visits/ Events/ Regional visits

  • Advise on relevant protocol and freight operations for visits and events.
  • Engage a systems and processes that will lead to an effective collaboration with relevant Tunisian authorities.
  • Participate and/or coordinate the visit/event when requested.

The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required.

Eligibility:

Applicants must already have the right to work and reside in Tunisia.

  • At least three (3) years’ relevant work experience in delivering protocol work, ideally in a major multinational company or in another embassy/ foreign diplomatic mission or equivalent.
  • Fluency in English, French, and Arabic. Able to express ideas and messages clearly and concisely, both orally and in written communication.
  • Proven organisational and administration skills, following set procedures and guidelines methodically and accurately with minimum supervision.
  • Resourcefulness in solving problems and demonstrates good judgement. Ability to respond quickly and flexibly to meet multiple and changing priorities, and drive delivery of outcomes and overcome obstacles, especially when working with and through others.
  • Flexible, resilient, decisive, and calm under pressure, with a proven track record of delivering results to a high standard within tight deadlines whilst maintaining attention to detail.
  • Strong interpersonal skills, self-motivated, results-driven and customer service oriented. Keenly aware of customer requirements and how to drive customer satisfaction.

  • Experience of working with government and other official authorities in Tunis.

The British Embassy in Tunis offers an attractive working environment and remuneration package for this role. Initial salary will be TND 3,488 per month while on probation. Salary after probation is TND 4,297. However, staff who are not liable to pay local income tax on their Mission salary (i.e., UKBS spouse/ partner) may have their salaries reduced by the equivalent local income tax amount.

This position is for a full-time employment on a fixed term basis for one (1) year (renewable). The successful candidate will be subject to a three-month probationary period that can be further extended up to six (6) months. The appointment is also be subject to satisfactory local and UK security clearances.

Conditioned working hours are 40 hours gross per week. Standard working hours are from 08:00-16:30 from Monday to Thursday and 08:00-13:00 on Fridays.

As a result of the pandemic, the British Embassy operates on a hybrid in-person and remote working model. Unless authorised (and unless pandemic rules determine otherwise), we expect staff to be physically present in the Embassy several days per week. A flexible working pattern may be possible depending on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. The jobholder will also be required to be flexible in their approach to hours worked as these will be dictated by operational needs and may involve working out of hours (evening/ weekend).

In line with the Tunisian Government requirement for a ‘passe sanitaire’ to enter most public places, the Embassy also requires proof of COVID-19 vaccination or an authorised exemption.

The jobholder will have opportunities to benefit from a range of Learning and Development (L&D) initiatives. There is great opportunity to learning and development ‘on the job’. We also have an active L&D Committee, which promotes different ways of learning and to which applications can be made for specific, funded learning activity. The jobholder will also be required to undertake a number of mandatory training courses as part of their role.

The International Academy (IA) is the home of L&D for the FCDO. It covers a wide range of essential as well as job-specific subjects; and is designed to ensure that all staff can access high quality learning products. The jobholder will also have access to the FCDO’s Diplomatic Academy. Our staff are given responsibility and autonomy (and support), allowing them to develop skills and confidence through delivery.
