MAIN PURPOSE OF THE JOB:

The International Academy provides innovative and creative learning solutions to meet the needs of the UK government to support learners in doing their jobs more effectively, based on specific organisational goals. The International Academy has teams based across the globe and in the UK, partnering with British Missions and Directorates to ensure learning is based on performance outcomes and aligned to UK Government priorities. 

We work to ensure that learning activities are designed to best-practice Learning and Development (L&D) standards, based on solid research and contribute to building a positive learning culture within the workplace. The role of the L&D Adviser in the Indo Pacific region will be to collaborate with a number of specific Missions. This will include partnering with the Missions and stakeholders as well as designing, delivering and implementing blended learning solutions based on organisational priorities and regional needs, through identifying specific performance outcomes.

The British Embassy Bangkok is a large diplomatic mission of around 140 staff delivering a dynamic and rapidly expanding programme of activity in support of the UK’s objectives including on prosperity, trade, security, open societies, consular services and law enforcement. Partner with overseas Missions

  • Partner with senior stakeholders at Missions to identify specific performance improvement outcomes over a 6–12-month period.
  • Help Missions plan the learning strategy and solutions to meet those outcomes, drawing on all relevant resources, internal and external.
  • Provide a consultancy service to advise on developing a learning culture, empowering and supporting Missions to devise their own learning solutions, signposting other L&D opportunities, share best practice and proactively encourage engagement with Diplomatic Academy content.
  • Evaluate the impact of L&D solutions on performance outcomes and maintain management information and data.
  • Ensure the right learning solutions are developed to meet the needs of the stakeholders and are thoroughly evaluated.
  • Ensure a consistent approach to learning activity across the network, best-practice is shared, and there is a culture of continuous improvement in our service.
  • Facilitate learning sessions both virtually and face to face.
  • Ensure that learning offers are digitally marketed widely across the region.
  • Lead and work in wider project teams to ensure quality and timely delivery of shared objectives and project outcomes, including accurate documentation of activities and reporting.

  • In terms of peak operation demand, work flexibly within the Section and within the Embassy
  • The Embassy will offer support to any successful candidate to obtain the relevant work permission for Thailand

  • Min 5 years in a L&D and/or OD environment either public or private sector
  • Effective Consultative and partnering skills
  • Able to communicate and facilitate face to face groups effectively
  • Effective digital skills to be able to support learning activity virtually
  • Learning design skills to devise face to face and virtual learning solutions
  • Understanding of modern workplace learning best practice
  • Experience of working in a multi-cultural environment
  • Able to travel as and when required across the Indo Pacific region and occasionally other regions
  • Effective IT skills and literacy in Microsoft Office applications (MS Word, Excel, PowerPoint, Outlook, and Teams)

LANGUAGE REQUIREMENTS:

  • Language : Fluent English spoken and written (essential).  A second frequently spoken Asian language (desirable).
  • Level of Language Required : Excellent
  • Membership of internationally recognised HR professional body (e.g., CIPD, ATD)
  • Professional qualifications in L&D, OD or equivalent
  • A second frequently spoken Asian language

Learning and Development Opportunities (and any specific training courses to be completed):

We encourage all staff to develop their capabilities, through both formal training courses and informal opportunities such as job-shadowing, coaching and on-the-job training. All staff are encouraged to share their skills and experience with colleagues, through informal training sessions or coaching/mentoring. We have an active L&D committee who organise a varied programme of learning for all staff.

All staff are eligible for 5 Learning and Development days a year pro rata.

Specific Training courses to be completed: Required FCDO courses.

Working Patterns:

If the job is suitable for flexible working patterns, please provide details:  We are currently operating a hybrid working pattern (some time working in the office, some time working from home) as we transition back to normal working practices, while ensuring the health and safety of our staff. If the context of the pandemic changes, the proportion of time spent at home / in office / in external engagements may change.  

The Embassy has a smarter working policy and is committed to offering flexible working patterns balanced with the operational requirements of the role. In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern working which may result in unsociable hours and/or weekend working.
