Main purpose of job:

Sustainable infrastructure investment is a priority for the Government of Indonesia and a major requirement to support inclusive economic development and recovery from Covid-19. The British Embassy Jakarta supports infrastructure planning and investment through its programmes and diplomatic engagement – this includes the flagship Mentari UK-Indonesia Low Carbon Energy Programme, which works with the Ministry of Energy and Mineral Resources to assist with Indonesia’s energy transition and scale up of renewables, and the Future Cities programme, which works with the National Development Planning Agency (Bappenas) and Ministry of Transport to support sustainable urban development and low carbon transport planning and implementation. The UK’s Global Infrastructure Programme has also supported Bappenas to develop capacity to prepare and deliver infrastructure projects and programmes.

The UK is looking to review and expand its engagement with Indonesia on infrastructure issues, including as part of the Build Back Better World (B3W) initiative, which looks to foster international partnerships in support of sustainable infrastructure investment in Indonesia and beyond.

The job holder will support the scoping of new activities to promote the development and adoption of sustainable infrastructure practices, drawing on Indonesia, UK and international experience and ability to identify, assess and configure funding for national and sub-national infrastructure provision. These activities will build on the prior work of the Global Infrastructure Programme, and complement the ongoing activities of the Mentari and Future Cities programme, in line with B3W partnership objectives. These new activities may also include the development of a new pilot B3W ‘country platform’ to coordinate and deliver international technical and financial assistance for infrastructure investment in Indonesia.

Responsibilities will include the design and management of activities in the areas of infrastructure planning, financing, delivery and project preparation, working with local, UK and international public, private and multilateral partners including the UK government’s centre of expertise for infrastructure and major projects, the Infrastructure and Projects Authority and UK infrastructure funding bodies. Activities include training, knowledge exchange partnerships and technical assistance and furthering the adoption of the UK best practice Five Case Model for infrastructure project preparation within Indonesia, building on the previous multi-year Global Infrastructure Programme.

The job holder will work with Embassy and delivery partner leads under the Mentari programme to progress support for infrastructure development in the energy sector. The role will also work with colleagues in the British Embassy, and in other UK government missions in Jakarta and the Southeast Asia region, to scope other potential activities in other sectors including cities and transport.

This role is within the British Embassy Jakarta’s Low Carbon Energy and Infrastructure Team (LCEIT), which leads embassy work on sustainable and low carbon energy and non-energy infrastructure and green finance. LCEIT is part of the Embassy Low Carbon Development Group, which leads on all Embassy work on sustainable development and climate change issues. The job holder will ideally bring knowledge and contacts in the Indonesia infrastructure sector, and experience in and a passion for the development of sustainable low carbon practices in infrastructure development in support of the Sustainable Development Goals and global climate change agreements. The role will involve some programme design and management.

Roles and responsibilities / what the jobholder will be expected to achieve:

Sustainable Infrastructure Technical Policy Advice and Advocacy (60%)

  • Provide policy and technical advice and expertise as well as relevant political insights for the development and implementation of sustainable infrastructure assistance to the Government of Indonesia, including in the current Mentari UK-Indonesia Low Carbon Energy Partnership and Future Cities programmes.
  • Be alert to emerging issues and trends which might impact or benefit sustainable infrastructure objectives and activities. Provide guidance on how to best mainstream sustainable and low carbon practices into UK infrastructure assistance to Indonesia including in current and future programme support.
  • Establish and maintain positive working relationships with a wide range of sustainable infrastructure stakeholders including: implementing partners; Indonesian government representatives, British Embassy colleagues; British government colleagues based in the UK; Indonesian and British private sector companies; Indonesian, British and international infrastructure associations and organisations; NGOs and bilateral and multilateral donors operating in Indonesia.
  • Working with Embassy colleagues, lead on the development of new infrastructure programme initiatives to support sustainable infrastructure delivery in Indonesia – including concept notes, business case development, and budget proposals.
  • Help ensure Gender Equality Act compliance in all sustainable infrastructure activities and support UK government ambitions on women’s economic opportunities, inclusive growth and poverty reduction. 

Sustainable Infrastructure Programme Management (20%)

  • Manage and oversee potential delivery partners for sustainable infrastructure activities. Ensure that project and programme reporting requirements (financial, risk, performance) are met, and maintain an adaptive programming approach to ensure programme interventions remain relevant and are responding to new opportunities.

Build Back Better World Strategy and Engagement (15%)

  • Represent the British Embassy on sustainable infrastructure issues, engaging with the Government of Indonesia, development partners, businesses, academia and civil society.
  • Working with colleagues in the British Embassy and wider UK government, support the design and delivery of the UK’s engagement with the B3W initiative in Indonesia, including but not limited to the design of a pilot B3W country platform to coordinate and deliver technical and financial assistance to support sustainable infrastructure investment in Indonesia.

Embassy Corporate Contribution (5%)

  • Contribute to cross-Embassy initiatives as required (e.g. Chevening interviews). Be a supportive and considerate team member. Help junior colleagues achieve their learning and development objectives. Provide coaching and shadowing opportunities if required.  

Resources managed (staff and expenditure):

Staff: Potential line management responsibilities within the Low Carbon Energy and Infrastructure Team.

Resources: potential future management of programme resources. The job-holder will play an important role in co-leading (with external implementers) programme delivery, and in providing strategic direction.

Working patterns:

39.5 working hours a week from 7:30 am to 4:00 pm Monday to Thursday and 7:30 am to 1:00 pm on Fridays. 

Requests for flexible working will be considered.

The jobholder will be required to travel regularly within Indonesia and possibly overseas.

Learning and development opportunities:

The Embassy has an active L&D Committee which works hard to provide a comprehensive L&D offer. There are a wide range of options available for personal development including training courses, coaching and mentoring, job-shadowing, presentations and learning sets. Staff have access to a wide variety of online resources through the Diplomatic Academy and Civil Service Learning. Staff are strongly encouraged to take advantage of all the available opportunities.

The job-holder will be required to take some specific training courses related to their role. All new staff undertake a workplace induction and there are a number of mandatory e-learning courses covering areas such as diversity, health and safety, and information management.

The job-holder will gain:

1.     Experience of working in a diplomatic mission;

2.     Understanding of how UK international development assistance is managed/implemented;

3.     Understanding of HMG economic development programme objectives and effective programme management; and

4.     Application of gender priorities to renewable energy projects.

  • At least a degree, preferably in a relevant subject, such as sustainable development, infrastructure planning, infrastructure financing, public policy.
  • At least 5 years’ experience in the infrastructure sector and solid knowledge and understanding of the governance structure, policy and technical knowledge of Indonesia infrastructure sector.
  •  At least 5 years’ experience in policy development area, ideally in the infrastructure sector.
  • Has an extensive network in the infrastructure sector.
  • A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
  • Excellent communication and influencing skills, including in giving presentation to external audiences.
  • Fluent in written and spoken English and Indonesian.
  • Attention to detail and ability to work confidently with financial data.
  • Flexibility and resilience under pressure, with a proven track record of delivering results to a high standard under tight time scales.  
  • Good interpersonal skills. Ability to work with people of different levels and backgrounds.
  • Proficient in MS Office applications (Words, Excel, Teams and Outlook etc.)
  • Willingness to travel.

Language requirements:

  • Language:  Fluent written and spoken Indonesian and English – equivalent to IELTS language assessment score of  6.5 or above   
  •  Any additional technical qualifications relating to infrastructure or sustainable development.
  • Experience with multilateral development banks and international donors.
  •  Experience of working with Indonesian public sector infrastructure stakeholders, including ministries and SOEs.
  • Understanding of UK infrastructure-related legislation, policies and regulations.
  • Regional knowledge essential and experience of dealing with government useful.
