MAIN PURPOSE OF THE JOB:

The main purpose of this job is to work with the Head of Corporate Services to manage the Embassy’s budgets, accounts and bank accounts in line with FCDO guidance and help to ensure audit compliance and good financial management to bring us in at full spend.  The person will also be responsible for cash profiling and monitoring; ensuring the Embassy bank account is in line with appropriate levels. 

In addition, the person will need to prepare monthly Embassy’s Local staff payroll and 4 Social insurances are paid 100% accurately in time according to FCDO guidance and Local Labour Law.

The successful candidate will need to develop good relationships across different stakeholders at the Embassy to scrutinise the finances, provide accurate financial forecasting and report MI back to the Embassy Management Board.  The person will need to work quickly to generate accurate financial data when requested as well as pulling together reports for governance meetings.

The British Embassy provides a shared services platform for a number of different government departments which is governed by a Memorandum of Understanding (MOU).  The successful candidate will need to oversee the delivery of the MOU, including the charging mechanism through which we provide our services as well as monitoring the General Ledger where appropriate.

The successful candidate will need to have good analytical, interpersonal skills, possesses a customer services mind-set and be open to helping and supporting colleagues through our internal financial platform and answer questions they may have. 


Accurate and timely budget information, forecasting and reporting.

  • Run and analyse reports on a monthly basis of actual Embassy spend.
  • Manage relationship to accurately update and amend our budgets and forecasts.
  • Present monthly budget to the Senior Management Team, providing analysis and recommendation as appropriate.
  • Timely provision of Management Information data on request.
  • First point of contact for Financial Excellence.  Escalate any anomalies or issues to the Head of CS.
  • Guide and help staff to familiarise with Finance/accounting system for their daily use
  • Review and evaluate critical process for possible improvements.

Accounts

  • Prepare and submit various Accounts reports to comply with FCDO requirements in time.
  • Prepare and submit various Accounts related forms to regional Hub in time on ad hoc basis.

Payroll 

  • Prepare and ensure timely and compliant monthly and annual payroll process.
  • First point of contact for queries, providing advice and clarification on policies. Lead on ensuring that post’s practices are legally compliant.
  • Support HR colleague in ad hoc reward and compensation work

An internal understanding of the organisation’s financial compliance processes.

  • Lead on payments and expense process at Post and ensure compliance with internal procurement process;
  • Complete reconciliation forms to manage accounts payable and receivable
  • Maintain and update Post on any changes to payment process; act as local advisor on processes, working with regional Hub.
  • Deliver training on processes.

Oversight of our cash profiles

  • Monitor official bank account; reconcile, maintain and manage balance.
  • Maintain official cash box accurately in accordance with FCDO guidance.

Line Management

  • Line management of Corporate Service Officer.

RESOURCES MANAGED (staff and expenditure):

  • Close to GBP 2M for the post/FCDO management

  • Ability to engage with various internal/external stakeholders with credibility;
  • Project management skills;
  • Excellent organisational skills and the ability to multi-task;
  • Good understanding of Local payroll program
  • A self-starter, able to work independently with limited supervision;
  • In depth understanding of and experience of Accounting / Finance

LANGUAGE REQUIREMENTS:

  • Language: English and Korean
  • Level of language required: Fluent in spoken and written English and Korean



  • Previous experience of working in Accounting/Finance of non profit organisation. This could include, but is not limited to, working in an Embassy or an office of a major international organisation.

While some evening work and travel overseas (which might include weekends) and within Korea is required, we promote family-friendly flexible working opportunities, where operational and security needs allow.

Normal working hours are Monday to Friday, 09:00 – 17:15 (17:00 on Fridays). However, occasional evening and weekend working may be required, for which time off in lieu is given. The British Embassy encourages flexible working and various flexible working arrangements are possible with line manager agreement, including working from home

This role is for 12 months with the possibility of extension.
