View Vacancy - Governance Programme Officer-Tashkent (UZB24.321)
The British Embassy in Tashkent is part of the UK’s global diplomatic network and is now looking to recruit a Governance Programme Officer. As a Governance Programme Officer you will support the CADP Governance Team and Tashkent Development Team to deliver the existing economic governance and wider portfolio in Uzbekistan (international programme; thematic funds; regional education programme) ensuring compliance with FCDO’s guidelines and support partnerships with externals.
The role encompasses:
Support programme management and reporting for the regional governance programme (60%)
- Supporting high quality programme management, risk management and compliance on the economic governance programme.
- Work with project partners to ensure compliance of projects with FCDO Programme Operating Framework and value for money.
- Respond to daily queries from project partners and stakeholders.
- Ensure project events are covered by the Post’s comms team on the Embassies social network.
- Support the local/regional programme team in providing clear, timely and accurate monthly/quarterly financial and narrative reports to the Programme SRO and UK programming hubs.
- Keep track of project progress, ensuring the programme/project risks are assessed / monitored and are escalated to the Post Programme Board and/or SRO, if needed.
- Monitor project delivery by attending project events and visiting project sites in Uzbekistan.
- Organise logistics of external experts visits to Uzbekistan and select programme events.
- Conduct desk research and track developments in policy areas of interest for the programme.
Support management of international programme and other thematic funds (30%)
- Support annual programme bidding round processes for and provide regular updates to the Post Programme Board on the progress of the programme bidding rounds and further project delivery.
- Monitor projects’ actual and forecasted spend by checking project implementers’ quarterly financial reports.
- Handle programme payments in line with FCDO financial processes (creating new suppliers, project codes, raising requisitions, CPAs, etc.).
- Ensure that relevant compliance processes are in place in accordance with FCDO guidelines/Programme Operating Framework (PrOF) (conducting due diligence, getting advance payment approval, signing contract/ grant agreement etc.).
- On monthly basis update programme budget and forecasting data on FCDO financial tool (EPM) and provide ad-hoc financial reports to UK/regional financial hubs.
- Manage programme information effectively in line with UK government’s policy and systems, including maintenance of shared programme documents (timely upload relevant information Sharepoint, Teams etc.).
Other support to the wider Embassy colleagues and Central Asia Development and Programme team (10%)
- Provide administrative and logistical support for Development team at Post and Post related events and high-level delegation visits.
Support wider regional projects as needed.
Our ideal candidate will have:
- Proficiency in written and spoken English & Uzbek (C1 level according to the Common European Framework of Reference for Languages).
- Hold a BA in a relevant field (international development; public administration; programme management; financial management)
- Track record of project management or project support including financial reporting for development partners.
- Experience working with government on technical assistance programmes in Uzbekistan.
- Experience in organising events and/or logistics of missions.
- Effective communications skills.
- Ability to work well with others as part of a team, flexibility and ‘can do’ approach.
Good to have:
- Proficiency in written and spoken Russian (C1 level according to the Common European Framework of Reference for Languages).
- Experience working for bilateral / multilateral agencies on governance, private sector development, social development programming and policy in Uzbekistan.
- Experience doing desk research, drafting briefs/notes.
This is a full-time, fixed-term contract (40 gross hours per week) for 12 months with possibility of extension; *subject to availability of funds. The probation period for this role is 3 months.
The successful candidate will be subject to professional background checks and security clearance.
