The British Embassy in Berlin is part of a world-wide network, representing British political, economic and consular interests overseas. An exciting opportunity has arisen for a Human Resources Manager to:

  • Provide a professional HR service across the FCO’s Germany network in line with German labour law, best practice and central FCO policy;
  • Support senior management, the Head of Corporate Services and her deputy with effective change management;
  • Provide effective leadership, support and guidance to the HR Officer for UK based staff/Training Liaison Officer and the Community Liaison Officer;
  • The HR Manager reports to the Deputy Head of Corporate Services (HCS). The counter-signing officer is the Head of Corporate Services;

 

Main Duties and Responsibilities:

  • In collaboration with the Lisbon HR hub, provide a professional HR service across the Germany Network (British Embassy Berlin, Consulate-Generals Düsseldorf and Munich);
  • Provide advice and support line managers with more complex HR matters;
  • Support senior management, the Head of Corporate Services and her deputy with any change management initiatives;
  • Overall oversight of payroll. Prepare monthly changes and check accuracy. Deal with any payroll related questions from customers;
  • Oversight of recruitment across the Network;
  • Monitor the HR hub’s performance of recruitment and other transactional processes. Work in partnership with the HR hub to continuously improve performance and customer experience;
  • General HR administration, including managing sick leave, long service awards, annual circulars, personnel files. Deal with any administrative recruitment/exit processes that are not covered by the HR hub. Issue certificates and deal with German authorities regarding any HR matters as required;
  • Develop and revise HR policies/terms and conditions of employment in line with German labour law and central FCO guidance;
  • Forecasting and monitoring of the Network’s pay budget. Contribute to financial returns information as required;
  • Oversee and support the planning of all learning & development activities across the Network;
  • Handle any restructure activities in line with German labour law and best practice;
  • Line management of a team of currently two A2(L) officers;
  • Member of the Germany Management Committee;
  • Bank signatory for payments, authorisation of credit and GPC card transactions;
  • Oversight of the induction process for new staff joining the network;
  • Provide statistical HR data and analysis as required;
  • Issue and analyse German employment references;
  • Manage relationships with HR Hub staff, payroll provider, legal adviser and HR contacts in other diplomatic missions;
  • Deputy Welfare Lead in case of a crisis as identified in the Network’s Crisis Management Plan;
  • To participate in corporate projects focussed on supporting and developing the collective spirit of the Embassy and the Consulate-Generals in Germany;
  • Any other duties that may reasonably be required and which are in accordance with the grading and core competencies of the job.

  • A professional qualification in HR;
  • Recent experience of HR work;
  • Good knowledge of German labour law and social insurance regulations;
  • Good understanding of payroll processes;
  • Ability to deliver high quality work within deadlines;
  • Customer focussed and the ability to empathise with other people’s circumstances;
  • Line management experience;
  • Experience in performance management and recruitment issues;
  • The ability to respect confidentiality at all times;
  • Fluent English and German, both written and spoken, to at least C2 level. Excellent communication skills;
  • Some experience of budget management;
  • The ability to work independently but also with colleagues and contacts in the immediate and wider teams as appropriate;
  • Ability to occasionally undertake duty travel within Germany and elsewhere, if required;
  • Excellent IT skills, especially standard MS Office applications (Word, Excel and Outlook).
  • Experience of working in an international environment.

This is a full-time position of five working days 37.5 hours net (excluding unpaid breaks) per week, for an initial contract period of two years, which may be extended by mutual agreement.

The British Embassy in Berlin has a strong ethos of Learning and Development, including our Learning and Development Week. In addition, there will be many opportunities to attend external seminars and events on relevant issues. This is in addition to the induction programme offered to all Embassy staff.
