The British Embassy Tirana has a vacancy for the position of Assistant to UK Liaison Prosecutor, job grade Executive Officer (EO), on a fixed term contract for 12-month, with a view for extension

Main purpose of position:

  • The Liaison Prosecutor works with UK law enforcement and prosecution agencies to ensure effective prosecution outcomes in the UK and the Western Balkans, and to develop and improve relationships with Western Balkan partners.
  • The Liaison Prosecutor is based in Tirana, Albania, but works across the Western Balkans region (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia.)
  • The country-based assistant will support and assist the Liaison Prosecutor in achieving the objectives of the Crown Prosecution Service (CPS).
  • The Liaison Prosecutor’s work involves providing support to UK prosecution and law enforcement authorities with casework in other jurisdictions. The country-based assistant will be required to support such work.
  • The country-based assistant will work closely with the Liaison Prosecutor to provide administrative and organisational assistance. This will include providing Albanian language support (written and oral), ensuring the extensive and varied caseload is adequately managed and reports and records are kept up-to-date, and attending meetings with UK and Western Balkan partners.
  • The country-based assistant will also be called upon to conduct legal research, assist in the preparation of guidance and briefing documents in Albanian and English, and to assist the Liaison Prosecutor in preparing and delivering presentations. The country-based assistant will be given independent casework tasks and will work with the Liaison Prosecutor to develop and improve relationships with UK and Western Balkan stakeholders.
  • This position will provide opportunities to gain experience in working with the Crown Prosecution Service, UK law enforcement and the local authorities. The country-based assistant will be encouraged to develop an understanding of policy work and may have opportunities to shadow other colleagues. 
  • The country-based assistant should be prepared to attend training events to develop and improve their legal knowledge and administrative skills.

The country-based assistant will be based at the British Embassy in Tirana. Travel within Albania, the Western Balkans region, and the UK should be expected.

The development of autonomy in the role will be encouraged.

What will the job-holder be expected to achieve:

  • Establish, maintain, and strengthen relationships with key stakeholders within the Western Balkans region; in particular within the Ministries of Justice (MOJ), Prosecutors General, and Public Prosecution Offices (PPO).
  • Maintain existing cooperative and productive working relationships with UK law enforcement agencies and other UK Government departments.
  • Case management of UK mutual legal assistance (MLA), asset recovery, and extradition requests, including initial review and triage.
  • Provide written and spoken translation services for the Liaison Prosecutor and stakeholders, sometimes at pace, maintaining a consistently high standard of translating and interpreting.  
  • Provide administrative support, to contribute to the delivery of project work to enhance bilateral cooperation and progress UK priorities, including proactively maintaining the database of requests for formal international cooperation from the UK to Western Balkans countries. 
  • Provide legal support by conducting legal research of Western Balkans countries’ criminal justice laws and criminal justice processes.
  • Prepare formal written reports, maintain the CPS casework log, data transfer log and risk register, submitting these to CPS International each month.
  • Identify casework actions and assist with the progression of casework.
  • Manage the Liaison Prosecutor’s diary, organise meetings, prepare and distribute agendas, briefing papers and minutes.
  • Work with the CPS Operational Delivery team to plan and organise travel for inward and outward visits, and compile and organise programmes for incoming/outgoing conferences, workshops and other training events.
  • Support broader British Embassy work and objectives where appropriate, to include crisis response and cover for HMG partners at post during periods of absence as required.
  • Travel within the Western Balkans and the UK, to support the Liaison Prosecutor.

The above list is not exhaustive, and the country-based assistant will be required to be flexible and take on other tasks as required.

The successful candidate will be required to pass a language skills test and undergo security clearance before commencing the role.

Essential on arrival:

  • Degree preferably in Law
  • Fluency in written and spoken Albanian and English is essential.
  • IT skills, including good working knowledge of Microsoft Office (Outlook, Word, Excel, PowerPoint, Teams).
  • Legal or law enforcement experience.
  • Experience in legal research.
  • Excellent interpersonal and communication skills, with an ability to work with a range of people and to convey messages in a professional way.
  • Organisational and time-management skills; with ability to demonstrate initiative, autonomy and self-motivation.
  • Self-starter with enthusiasm of energy, able to work independently as well as part of a team.
  • Results-driven with excellent attention to detail.
  • Ability to handle multiple tasks and projects at pace.
  • Ability to work flexibly and travel.
  • The successful candidate will be required to pass a language skills test and undergo security clearance before commencing the role.

This role is for a full-time employment, on a fixed term contract basis for 12-month. The successful candidate will be subject to a 90-days probationary period (as appropriate). The appointment is subject to satisfactory local and UK security clearances. The selected candidate must have a right to live and work in Tirana.

Normal working hours at the Embassy are Monday to Thursday 08:30-17:00 and Friday 08:30-14:30.

The Embassy operates a flexible working policy that allows staff to work different hours as well as allowing staff to work from home one day a week, based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. The jobholder should be flexible in their approach to hours worked as these will also be dictated by operational needs and may involve working out of hours (evenings/ weekends).
