To work with partners to increase alignment in strategic areas to achieve greater than the sum of their parts to advance the demographic transition agenda.
The post holder will be formally part of the Population and Development (P&D) Team in UNFPA, supervised on a day-to-day basis by the P&D team leader under the overall guidance of the Representative. The post-holder will work in close collaboration with colleagues within other teams in the context of implementing a stronger integrated approach under the new UNFPA Country Programme (2022-2026), while advancing effective collaboration with partners to ensure relevance between national and international agendas.

In this role you will also be responsible for:
● Support program management, implementation and delivery on key programmes contributing to the demographic transition in UNFPA, including the cross-unit implementation and programmatic synergies, technical and programmatic support to the national implementing partners, the mobilization of South-South and Triangular cooperation mechanisms for technical assistance and capacity building, and support to the program’s technical leads in the areas of Family Planning and Population and Development for policy engagement and advocacy initiatives.
● Under the overall guidance of the UNFPA Representative and in close collaboration with the SRH, Population and Development and Youth and Gender Team Leaders, support UNFPA´s efforts in contributing to effective coordination of UN programmes in alignment with the new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 and the UNFPA 10th Country Programme, including by supporting UNFPA´s role in advancing coordinated efforts under UNSDCF Strategic Priority 1, Human Development (currently co-chaired by UNFPA); promoting UNFPA´s efforts to accelerate progress on cross-cutting issues such as gender equality, data and youth; and by working closely with relevant UN agencies and partners to identify new opportunities for joint programming and monitoring as well as joint policy dialogues that deliver impact and address human development issues.
● Strengthen existing and promote new cross-sectoral coordination mechanisms in Mozambique’s youth and demography agenda with focus on ensuring the Youth Partners Group functions effectively and strategically engages relevant government sectors, and recommendations are followed up at the programming or policy level including DCP in close collaboration with the Deputy Representative and Youth and Gender Team Leader.
● Ensure learning and evidence from national and international best practice informs cross-sectoral work in the areas of investment in youth and the demographic dividend agenda. This will include capturing lessons from existing programmes and disseminating them internally within UNFPA and to other UN agencies, partners and the Government as relevant. In the context of the new UNFPA Country Programme, support internal Country Office efforts to enhance knowledge management, learning and capacity building, including to promote strengthened risk analysis and programme monitoring.
Essential on arrival:
● Knowledge of programme delivery. Review systems and services to ensure effective delivery while taking into consideration value for money. Have programme management experience including risk analysis, programme and asset monitoring and awareness of financing management.
● Strong communication and influencing skills including experience writing briefs and preparing and delivering presentations using evidence/ lessons from programming. Able to work with and influence stakeholders from different backgrounds and skill sets. Able to communicate clearly and confidently to different audiences in both English and Portuguese and to establish relationships with government, civil society and other partners.
● Experience managing and supporting policy processes such as inter- agency forums, participatory dialogue and or policy development such as new laws or systems development preferably in social sectors, including experience of applying knowledge, research, evidence and innovation.
● Ability to make effective decisions, manage a quality service and work with others. Establish professional relationships and collaborate to share information and resources. Make decisions confidently and present reasonable conclusions from a wide range of complex and sometimes incomplete evidence.
● Organised and able to work independently while coming up with solutions, manage competing demands and meet deadlines.
● Practical knowledge of at least one of the following: reproductive health, major data sources and innovative survey methos for population trends, gender inequality, youth issues, programmatic interventions to support demographic transition - with willingness to build knowledge in the others.
● Knowledge of the UK, UN and/or Government delivery and decision-making processes.
● Willingness to continually learn and build capability to improve competencies in programme delivery and policy processes.
