Main purpose of job

To lead programme management of the UK International Climate Fund (ICF) sustainable infrastructure/clean growth activities in Colombia. This will include responsibility for supervising administration of relevant ICF programmes, in particular those related to climate finance and the UK PACT (Partnering for Accelerated Climate Transitions) programme.


Roles and responsibilities

  •  To lead programme management activities, under the supervision of the Head of ICF Clean Growth programmes, with respect to all relevant ICF sustainable infrastructure programmes.
  • To keep track of different activities under these programmes, making them coherent with the UK-Colombian Partnership for Sustainable Growth and consistent with Embassy COP26 objectives. This will involve constant coordination with the Department for Business, Energy and Industrial Strategy (BEIS) London and other programme leads within the Embassy, as well as relevant stakeholders in Colombia.      
  • To engage with potential programme/project implementing partners, including government departments, research institutes, consultants, academia and NGOs, both in Colombia and the UK, at national and local levels, to build a clear picture of delivery requirements and capabilities.
  • To lead the relationship with the UK PACT delivery partner(s); this will require a delicate transition in which the Embassy and BEIS keep control of the most strategic aspects of the programme, while making sure project management is fluid with project implementers and beneficiaries.
  • To lead, with support from the ICF Infrastructure Coordinator, on different UK PACT monitoring and evaluation (M&E) activities responsibilities and challenges.
  • To coordinate with BEIS and UK PACT delivery partners on the delivery of skill share missions and secondments, making sure the UK responds to demand in a coherent and effective way.
  • To undertake occasional field trips in Colombia to engage with local stakeholders, as required, and potentially to the UK to support activities.
  • To liaise with other British embassy teams to promote programme synergies and secondary benefits related to sustainable infrastructure/clean growth.
  • To ensure that ICF programming achieves maximum local impact in Colombia, by contributing to strategic communications planning.
  • To supervise one A2L ICF Infrastructure Coordinator, including staff management/development.
  • To deputise for the C5L Head of Clean Growth programmes when required
  • To play an active part in the corporate life of the Embassy, including where relevant as a member of Embassy committees (crisis, L&D, Brilliant Bogota) to contribute to the overall well-being of staff.
  • To manage administrative tasks as required within the Economic, Climate & Science Team, and actively to participate in meetings and briefings of relevance to the role.
  • To carry out other tasks as required by Embassy senior management.
  • Bachelor’s Degree in a relevant field, for instance, Public Policy, Public Administration, International Relations, Climate and Environment Science; or equivalent professional experience.
  • A minimum of two years of experience working in a strong, collaborative team environment for an organisation in a relevant field, for example, working for/with national or regional government, international organizations or agencies, preferably in climate-related programming or technical assistance.
  • Strong understanding of international climate issues, with relevant experience (at least 2 years) including from university and/or preferably from previous professional work experience.
  • Strong background in and track record of success in communications planning and delivery.
  • Experience of lobbying and negotiation ideally around sustainability and environmental issues.
  • Good network of contacts with a wide-range of stakeholders both internally and externally: national and local government, private sector, NGOs.
  • Experience of managing diverse and senior level relationships.
  • Excellent communication and interpersonal skills. Ability to communicate effectively with a broad range of people both orally and in writing; good judgement to inform decisions and provide advice.
  • Sound judgement and ability to determine work priorities, work methods and budget allocations.
  • Ability to write persuasively in English on technical issues to senior audiences in the embassy and UK

Language requirements

Language:  Fluent written and spoken English and Spanish.

Level of language required: minimum level required C2 (under the CEFRL or equivalent).

  • Experience in creating digital and audio-visual content.
  • Knowledge of financial / budget management principles or previous financial management experience.
  • Knowledge or experience of project management and relevant skills.
  • Master’s Degree in a relevant field.
