The jobholder will work in an operationally vital role as an integral part of a small, highly efficient Network Corporate Service team in a demanding, important and enjoyable role. The role will be based in the British Embassy Kinshasa, building and maintaining professional relationships with Diplomatic Missions, local security authorities, security organisations and personnel from multiple International Non-Governmental Organisations, Aid Agencies, Government Authorities and United Nations Agencies. Another vital part of this position is to support the Post Security Officer (PSO) and Regional Overseas Security Manager (ROSM), who are based in Kinshasa, mitigating and managing risk, ensuring the safety of staff and HMG assets, crisis planning and preparedness, regional field visits and other vital administrative tasks. You will be joining a dynamic security environment where Learning and Development is at the centre of the vision.

He/she will need to deliver in a demanding, important and ultimately rewarding position. The role is varied and provides opportunities to support visits to the network, with some travel opportunities. The role will need an effective communicator, who can work closely across the DRC network with the security team.

Roles and Responsibilities:

  • Work closely with the Regional Overseas Security Manager and Goma based Post Security Manager
  • Work closely with senior management to establish and maintain a culture of security awareness within the British Embassy Kinshasa.
  • Work closely with the contracted guard force, in particular the Gurkha Force Commander, particularly on event management.
  • Conduct security briefings for new UK and Country Based staff.
  • Investigation of security breaches and incidents.
  • Close liaison with security professionals and organisations in Kinshasa and other regions of DRC.
  • Complete factual visit reports on the security situation on areas visited.
  • Establish and maintain a robust security contact portfolio.
  • Assist with visits as detailed by the ROSM.
  • Assist ROSM with the security clearance process for Country Based Staff in Kinshasa and Goma.
  • Prepare monthly briefings on security; in particular serious security incidents and crime statistics, and report to ROSM.
  • Supervise the operation and testing of the local emergency radio network(s) where applicable.
  • Assist the ROSM in implementing Overseas Security Advisor recommendations.
  • Carry out independent research.
  • Conduct residential and hotel security assessments and reviews under the guidance of the ROSM.
  • Act as a contact for any local security projects under the guidance of the ROSM.
  • Attend functions and build key relationships with other Diplomatic Missions, particularly the 5 Eyes community.
  • In collaboration with the Gurkha Security Supervisor, conduct emergency response drills, including intruder and emergency response exercises.
  • Be on call to give security advice or deal with emergency incidents.
  • As this is a new and specialist position, the job description may evolve over time and responsibilities may be expanded.
  • Proven security background (with a minimum of 5 years experiance); International Organisations or INGO
  • Local Knowledge Kinshasa and other parts of DRC.
  • Excellent verbal and written skills in English including the use of Mircosoft tools.
  • The right to live and work in DRC.
  • Language: Fluent in English and French
  • Experience/knowledge of Health & Safety work practices.

Working patterns:

The FCDO in DRC supports and promotes flexible working as a crucial part of our inclusive offering. This role allows for flexibility in start and end times and working compressed hours where possible, subject to agreement with management.  However, the nature of the role will occasionally necessitate the PSM working outside of normal working hours, with short notice and also working away from post for periods of time.
