Main purpose of job:

You will be responsible for  providing programme management for NCA programmes primarily financial administration of the NCA Integrity and Tackling Illicit Finance and Corruption in Afghanistan (TIFCA) Projects, ensuring project activity leads to positive outcomes in country and delivers on UK objectives and value for money.  You will work in close co-ordination with the Programme Leader and team in Kabul to manage and deliver projects in support of activities that deter and/or tackle serious organised crime (SOC), including corruption and illicit finance. 

You will ensure accurate budgeting, forecasting, invoice processing and reporting against NCA programme activity, supporting the NCA and FCDO team in due diligence and management of the programme. You will have responsibility for providing accurate and timely reports to stakeholders including the NCA Programme team based in London and the FCDO team at post.

Roles and responsibilities:

This role is suited to an individual who is able to work independently, flexibly and prioritise workloads in order to achieve project outcomes in a busy and challenging environment. Strong budgeting and financial management skills are required.

Programme/Project Management and Operational objectives.

You will be expected to deliver a number of separate but co-ordinated SOC projects, ensuring agreed outcomes are delivered in accordance with UK Government financial and project management principals and guidelines. You will be expected to ensure that project activities and outputs are delivered in line with agreed activity based budgets, that project delivery is effectively monitored, risks are adequately captured and mitigated, and that project activities represent value for money. You will be expected to report regularly to colleagues within the Embassy and to NCA and FCDO officials in London on impact of the projects and performance.

In co-ordination with Embassy colleagues including the Programme Lead, you will also be expected to develop new project bids to meet strategic migration related objectives in 2021/22.

You will be required to work closely with various Afghan stakeholders, FCDO and NCA colleagues whilst covering for the Programme Lead on occasion and assisting with daily operational objectives. There may be occasional travel outside Afghanistan.

You will be expected to take responsibility for the day-to-day running of the Integrity / TIFCA programme, ensuring budgets, forecasts and programme documentation are up to date, reporting to London against expected outcomes and ensuring implementers are delivering against activity.

Engagement

You will be expected to develop and maintain productive working relationships with a range of internal and external stakeholders, utilising these relationships to ensure the achievement of UK migration and the returns agenda, as well as the Integrity / TIFCA Programme through project delivery.

Development

You will be responsible for your professional development, seeking and seizing opportunities that will enable you to carry out your role more effectively. In house training will be provided along with e-learning modules for  Finance products. Opportunity for overseas travel and additional classroom based training programmes will be on offer subject to availability.

Resources managed:  

The position does not have any direct line management responsibility. However you will have oversight of a significant project allocation.  You will also oversee day-to-day running of SOC programme finances (currently approximately £5 million). You will be responsible for sound financial management and oversight in line with UK best practice. You will have access to a travel and development budget to support delivery of your objectives and your personal development within the position.

Language requirements:  

Language: English and Dari 

Level of language required:  Fluent  (Oral and Written)

Essential on arrival: 

Minimum 3-4 years experience of project management and a proven track record of delivering successful projects in challenging environments. 

Experience of managing project budgets and financial management skills. 

Experience of effective collaboration and stakeholder engagement.

SALARY: 

The Local Staff Terms & Conditions for staff working the in the British embassy will apply. 

For external candidates, salary will be $2,606.10 (Gross) per month with $150 transport and $150 medical allowances.
