View Vacancy - Human Rights Officer
Main purpose of job:
The Human Rights Officer will support the Political team implementing the BE Caracas Human Rights Strategy. The Officer will investigate and report on the human rights context in Venezuela, including meeting all reporting requirements. Venezuela is a Human Rights Priority Country for the UK.
The Officer will develop and engage with relevant contacts, including through some regional travel in Venezuela. The Officer will work with the Programme team to ensure that programme funds support our Human Rights Strategy, and may directly manage one or more of the projects.
The Officer will brief and support senior Embassy management in delivering human rights objectives.
The Officer will keep abreast of the complex humanitarian situation, and ensure our human rights work compliments the humanitarian package offered by the UK.
The Officer will champion the wider section/Embassy on gender and diversity issues.
Roles and responsibilities:
- Research and analysis on human rights context in Venezuela (50%)
- Lead on human rights analysis and reporting requirements.
- Lead reporting requirements of the HRPC process (Human Rights Priority Country).
- Support drafting the annual updates of the Human Rights Strategy.
- Support responses to Parliamentary enquiries on human rights.
- Keep abreast of humanitarian situation and UK humanitarian package.
- Human rights policy outreach (20%)
- Develop relationships with human rights defenders/NGOs, including in the regions.
- Manage human rights contacts (NGOs, academics, politicians, etc.).
- Attend human rights themed events and meetings.
- Organise human rights themed meetings for Political, DHM and HMA.
- Liaise with colleagues in UKMIS Geneva and MPD in London to keep them informed of the human rights situation on the ground.
- Programming support (20%)
- Work with the Programmes team to help design projects that support the local Human Rights Strategy.
- If required, take over programme management responsibilities of one or more projects
- Learning and Development (10%)
- Constantly improve understanding of analytical tools for assessing human rights.
- Programme management skills.
Essential on arrival:
• Bachelor’s degree in Political Science, Law, International Relations, Journalism and other relevant areas.
• At least 1 year of relevant professional experience.
• Excellent command of written and spoken English and Spanish.
• Detail-oriented, self-motivator able to work with limited supervision.
• Good management and team-working skills.
• Intrinsic interest in human rights.
Desirable:
• Concise, insightful and accurate human rights reporting ability.
• Proven capacity to deliver quality products while managing competing stakeholders’ demands.
• Long-standing motivation following the human rights situation in Venezuela.
• Experience successfully managing time-sensitive, public-facing projects.
