Main purpose of job:

The successful candidate will play a key role in supporting the DIT team to deliver its targets and manage its budget effectively.  Driving performance management and working across the team will ensure that DIT can plan and execute projects and programmes more successfully whilst complying with reporting requirements internally, regionally and to HQ.

Roles and responsibilities

 

Lead for budget and financial management

  • Forecast and monitor expenditure against budgets, preparing monthly, annual and ad hoc financial reports to senior managers with the aim of delivering 0% overspend and any underspend within 1% of budget;
  • Develop and apply a good understanding of the FCO’s Purchase To Pay (P2P) process to ensure that goods and services are properly purchased across the DIT team, that we meet our financial and contractual obligations and capture accurate information about our procurement activity.

 

Lead for performance management

  • Monitor and report on progress against business plan milestones and targets to senior managers, working closely with the Director DIT;
  • Develop and maintain a risk register and support colleagues in managing risks and resolving issues;
  • Continuously review business policies and processes to identify innovative ways of working;
  • Deliver a more effective, efficient and professional operation.

Lead for service quality and development

  • Act as HK Post’s Overseas Manager for the DIT Overseas Market Introduction Service (OMIS). Be responsible for the co-ordination and allocation of work across the team, ensuring the quality and timeliness of quotes and services delivered;
  • Deal in the first instance with enquiries that fall outside of the High Value Campaign and sector interests of the team;
  • Monitor and review the team’s performance against other DIT service offerings, such as Business Opportunities, to ensure best practice from around the organisation is disseminated and incorporated into the team’s processes;
  • Lead on service-related policy issues.

Staff management

•           Responsible for the management and oversight of the A2(L) Visits, Events and Information Management Officer, ensuring clear objectives are set, strong performance management and annual appraisals are submitted in a timely manner;

•           Work on continuous improvement through a clear personal learning and development plan.

 

 

Essential on arrival:

  • Excellent numeracy and IT skills, particularly in the use of MS Excel spreadsheets;
  • Experience of monitoring and controlling expenditure;
  • The ability to analyse and interpret data and create reports incorporating text/data and graphs;
  • Well developed communication skills, especially high quality written English, with the ability to explain system procedures or instructions for use by non-finance staff;
  • High self motivation, a flexible and resilient attitude, decisive with a proven track record of delivering results to a high standard within tight deadlines;
  • Must have the appropriate residence status or a valid working visa in Hong Kong.
  • Experience in staff management;
  • Experience of Hyperion financial management software in amending and forecasting budgets;
  • Accreditation in project, programme or portfolio management such as PRINCE 2 or MSP or MoP.
