Main purpose of job:

This is a unique opportunity to hold an influential position at the heart of the fast-paced UK-China energy relationship, at a time when tackling global emissions has never been higher on the international agenda. The successful candidate will be the team's lead analyst for the power sector and will support collaboration and engagement between the UK and China on power market reform and related issues.

The successful candidate for this role would have proven analytical skill, allowing them to identify trends and developments and provide deep insight into China’s  evolving power system. They would strategically assess implications for key UK objectives in China, including influencing growth of renewable energy, green electricity trading and power market reforms. And they would build and maintain networks within the UK and Chinese national and provincial government, and with researchers and industry experts to foster further UK-China collaboration.

The job holder will be responsible for:

  • Analysing and reporting on trends and developments in China’s power and energy systems to inform UK engagement with China, coordinating with colleagues across consulates to ensure local context is reflected in reporting;
  • Providing advice on the implications of trends and developments for UK-China engagement and UK objectives;
  • Based on this analysis and advice, taking a leading role in shaping UK engagement with China on power sector issues, power market design and regulation and other related topics, including identifying opportunities, building relationships with stakeholders in national and provincial governments, research institutes and business, and publicly representing the UK at forums;
  • Acting as the policy lead on UK-funded power sector-related projects and bilateral engagements;
  • Collaborating with colleagues in the Department for International Trade to support commercial exchanges that help to position the UK and China as partners of choice on power sector and related issues such as renewable energy, and to identify and mitigate relevant trade and investment barriers.

This position requires an individual with proven analytical experience. Although not required, Chinese energy sector expertise is highly desirable. The individual will also require strong organisational, entrepreneurial and influencing skills and the ability to communicate persuasively in written and oral English and Mandarin Chinese. 

Roles and responsibilities/what will the jobholder be expected to achieve:

  1. Analysis and Reporting
    • Analyse and communicate the implications of policy, political and market developments in  China to stakeholders in the Embassy and in the UK, writing (short) reports, providing briefings including to senior officials, and editing two-weekly policy updates aimed at a croad cross-government audience.
    • Develop a deep understanding of relevant UK Government policy including on power market design and operation, measures to support the decarbonisation of our power system and increase utilization of renewables, technical measures to enable the integration of a greater share of renewables onto the grid, and smart energy.
    • Confidently communicate UK positions to key Chinese stakeholders in external settings.
    • Build and maintain strong relationships with key internal stakeholders, UK centres of expertise and key businesses, influential policy entities within Chinese Ministries, provincial authorities, state-owned enterprises and research institutes. Leverage UK contacts to deliver expertise into the Chinese system.
    • Deliver targeted and impactful engagements between Chinese contacts and UK officials and experts to support UK policy objectives. Support key events and visits such as the UK-China Ministerial Energy Dialogue and the UK-China Economic and Financial Dialogue.
  2. Project Management
    • Work closely with the Energy and Climate Programme Manager, delivery partners and key stakeholders to identify, develop and deliver a targeted and highly impactful energy and power sector policy collaboration projects.
    • Foster and maintain relationships with key stakeholders in both China and UK to support bilateral project and engagement activities. Engage with funding bodies including embassies, foundations and philanthropic organisations to identify potential co-funding opportunities in areas of energy and power sector.
  3. Cross-Embassy Collaboration
    • Work collaboratively across Climate and Energy Team and four Consulates to support understanding of the impacts of power market developments on other areas of work (e.g. Zero Emission Vehicles, offshore wind, energy storage, distributed renewables).
    • Working with colleagues in the Department for International Trade, act as a centre of expertise for both UK and Chinese companies on power market regulations and policies to support the identification of commercial opportunities.

Language:

  • English - fluent
  • Mandarin Chinese - fluent

Essential on Arrival:

  • Minimum of 3+ years’ professional experience
  • Strong analytical skills to identify key trends and developments and their drivers
  • Excellent communication skills (in English and Chinese) with the ability to produce clear, concise written reports and confidence in talking to range of expert and non-subject expert audiences
  • Ability to use analysis of trends and developments to make recommendations for ongoing bilateral engagement and the UK’s overall strategy
  • Experience of building and maintaining effective relationships with a diverse range of stakeholders, ideally in China. 

Desirable:

  • Knowledge and understanding of Chinese Government structure and China’s energy industry, particularly power markets and regulation, and/or renewable technologies, energy storage or smart energy (gained through significant work experience or policy work) is highly desirable.
  • Proven experience and credibility gained in an international environment (e.g. similar diplomatic missions, international organisations) is desirable, but not mandatory.
  • Knowledge and understanding of UK and European energy industry, power markets and regulation also desirable.

Working Patterns:

Conditioned working hours is 35 hours/week from Monday to Friday and flexible working can be arranged upon personal needs.
