Main purpose of the job:

The MENA Regional Payroll Officer will be responsible to process and audit payrolls and related payments for country based staff working at British High Commission/Embassies, and other Offices located in the Middle East and North Africa region (MENA).

Roles and responsibilities:

The Pay & Benefits Team (as part of HR Hub) is responsible for smooth processing of payrolls and other salary related payments for FCDO staff across the region. The Pay and Benefits Officer is expected to :

  • Run Monthly Payrolls individually and ensure error-free and efficient processing.
  • Produce and Analyse regular and ad-hoc payroll reports.
  • Maintain and Own Pay & Benefits mailboxes; assisting and answering staff queries.
  • Review, develop and document payroll procedures, advising both staff and managers when needed
  • Play a pivotal role in Data Collection Exercises, Annual Pay Uplift Process.
  • Build Networking skills and work as partners with relevant stakeholders in the region.
  • Take initiative to identify any areas for improving or automating the payroll processes
  • Assist Payroll Manager with Performance Bonus Pay-out recommendation for Posts.
  • Participate as an active team member and take on other team projects as necessary
  • Provide tailor-made solutions to staff’s queries related to compensation.
  • Maintain Employee Database and act as primary contact for circulation of monthly and annual documents/certificates to staff.

Language requirements:

Language: English (both spoken and written)

Level of language required: Expert level

Other skills / experience / qualifications:

Essential on arrival:

  • Bachelor’s degree (Business Administration or Human Resources and related field is desirable);
  • 2+ years of experience in Human Resources, especially in Compensation-related areas;  
  • Excellent IT skills in Excel, Word, Outlook, PowerPoint
  • Concrete experience in Management Information & Reporting specially excel reports;
  • Outstanding interpersonal and collaboration skills; ability to work with people at different levels in an international environment and within a fast paced, results oriented organisation;
  • Able to adapt to a quick changing and evolving policy framework, and present solutions in an autonomous and efficient manner;
  • Excellent level of English is essential;
  • Expertise/Specialization in compensation and benefits practices;
  • Experience in shared services organization

For British High Commission (BHC) candidates, the Local Staff BHC Terms & Conditions will apply. 

For other than BHC candidates, salary will be ­­­­­­INR 47,354 per month plus 12% provident fund and 6% Superannuation Fund.

Please note - BHC does not deduct tax at source and employees are required to ensure that any requirements of local income-tax law are complied with in full. Employees who are not liable to pay local income tax on their Mission salary, eg. some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount. 

Please note - Provident Fund Transfer in and out from EPFO is not possible as BHC PF is managed by a private PF trust governed by Indian Income Tax Act, 1961. The staff still has the option to transfer out and in from a privately held PF trust which are not governed by EPFO.
