The British Embassy in Rabat invites applications for the position of Community Liaison Officer (CLO) & Events Manager, job grade, Executive Officer (EO).

Main purpose of the job:

The Community Liaison Officer (CLO) and Events Manager leads the CLO and Events Team and works closely with Post Management to:

  1. Lead the process of helping UK-based staff and their families to integrate smoothly into Morocco life, become part of a diverse Embassy community and get the most out of all the opportunities that living and working in Morocco offers as well as leading and creating initiatives for wellbeing and inclusion.
  2. Lead the organisation of mission events that contribute to the Embassy’s Public Diplomacy objectives, ensuring that all Embassy and Residence events are coordinated, planned in advance, executed and followed up in accordance with FCDO policies and best practice. Ensure all teams understand roles and tasking, communicating the bigger picture and setting and delivery of events objectives. Maintain value for money and consistency in the Embassy’s events policy.

Roles and responsibilities:

  • Line Management: Manage the CLO officer (grade AO/part time - tbc) and Events officer (grade AO) /full time), defining roles and responsibilities and team structure, setting out priorities, direction and appropriate training is undertaken.
  • Events Planning: Develop and lead the annual strategic event planning process for the Embassy and Residence including quarterly outlook, event booking process, weekly/biweekly execution process and consultation with Senior Managers. Build a reliable database of Event Services, cultivate and maintain good working relationships and network of stakeholders to maximise future opportunities. Lead events management by closely coordinating with Corporate Services, Residence Manager and Embassy teams. Maintain value for money and consistency in the Embassy events policy.
  • Event Management: Oversee the organisation of all events and take on the leadership for organisation of the most high-profile events. Lead on all aspects of Ambassador-hosted events ensuring professionalism, creativity and value for money, working effectively with mission staff and service providers at all times. Work closely with other parts of the Embassy to identify events opportunities.
  • Budget Management: Lead negotiations with current and new suppliers and partners to optimise event price structure. Follow proper FCDO procurement processes to ensure value for money. Be responsible for approving relevant expense claims. Agree events budget with Senior Managers, provide quarterly budget overview on events and advise on risks and opportunities.
  • UK-based officers and families. Liaise with new officers and Corporate Services prior to arrival and at post to ensure suitable housing options are secured, to ensure as smooth an integration as possible into the life of the Post community; being a source of support where questions, problems and difficulties arise; providing Post community induction. Management of domestic equipment float. Proactively helping staff and families to navigate the administration of taking up a diplomatic posting and moving to a new country.
  • Promote community spirit across the mission and leading initiatives of wellbeing and inclusion (e.g. gardening club, lending library, British Embassy Newsletter, lunches, after-work social events, special events). Act as a point of referral to support staff welfare and morale by working with the Embassy Social Committee to organise social events with the objective of bringing the whole Embassy community together.
  • Advocate for UK-based staff and families with Post Management, including in relevant committees, and as the chief link between Post and DSFA in London. Communicate effectively on community matters across Post to all staff. Facilitate communications among staff and families.
  • Information management: responsibility for the Post Report, Welcome pack and Post medical Emergency Pack; being a source of advice to officers and families on pre-Posting information, spouse/partner employment at Post; child and adult education, medical care childcare, recreation facilities and training opportunities.
  • Emergency Planning: the CLO must be aware of and involved in any Post contingency and evacuation plans. All CLOs should complete the Crisis Preparedness Management eLearning on GLO.

     All noted tasks require the CLO/Event Manager to have strong links with senior management, relevant FCDO departments and the DSFA’s London office.

    The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required. The job description may be reviewed to meet changes in business needs.

    Eligibility:

    Working hours and remuneration:

    The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of MAD 23,446 per month, inclusive of all allowances. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

    The package includes a good level of medical insurance; 21 days of annual leave (on pro rata basis) plus 14 public holidays; access to on-site swimming pool, tennis court and gym facilities.

    There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position.

    The contract will be for a full-time employment, on a fixed-term basis for one (1) year, subject to one (1) month probationary period.

    Conditioned working hours for this position are 38 hours per week, Monday to Friday. Normal office hours are from Monday-Thursday, 0800-1615 and Friday 0800-1300.

    The Embassy encourages flexible working subject to operational need and line manager’s approval. Independent working will be tested as a competence in interviews.

    The Embassy and the Foreign, Commonwealth and Development Office’s (FCDO) have a strong commitment to learning and development, and all staff are required to agree on a learning and development plan with their line manager.
