The British Embassy Baghdad currently has a vacancy for a Counter-Terrorism Programme Manager, job grade Executive Officer (EO), on a fixed term contract until 31 March 2024, with a possibility of renewal/ extension.

The jobholder will work closely with the Counter-Terrorism (CT) Officer and a wide range of internal and external stakeholders to provide and manage information related to the British Embassy’s CT programmes. They will support the CT Officer in managing the Counter-Terrorism Programme Fund, which covers a wide range of project activity relating to human rights-compliant detentions, investigations, and prosecutions, as well as preventing radicalisation. The jobholder will work with the CT Officer to ensure that project finances are managed effectively, leading on financial reporting. They will also ensure thorough monitoring and evaluation of projects, with support from the CT Officer, to ensure programmes are delivered to standard, represent value for money, and are activity contributing towards and are effective in advancing the UK’s strategic CT objectives for Iraq.

They will also provide support to the wider CT Team, assisting with translation, interpretation, and other ad-hoc tasks as required. The jobholder will also need to be comfortable with wearing body armour and travelling in armoured vehicles as required for external meetings.

 

Duties and responsibilities:

- Programme management (70%)

  • Act as a point of contact for the programme, working closely with other Programme Managers across the Embassy, colleagues in London, and counterparts across the Middle East and Gulf Region.
  • Track and forecast spend, and regularly reporting this to London. Scrutinise implementer budgets to ensure value for money.
  • Invoice payments, ensuring timeliness and accuracy.
  • Lead on procurement and contracting processes for new/ renewed projects or suppliers, working closely with Commercial Directorate in London. This includes undertaking due diligence, preparing contracts, and raising new purchase orders.
  • Authoring key programme documentation, including programme documents, Theories of Change and Results Frameworks with support from the CT Officer.
  • Monitor implementers to ensure delivery and that they meet the required standards and fit with strategic aims.
  • Provide logistical support for programme activity as required.

- Reporting (20%): Provide analysis of trends and highlight any recommended actions or implications for the CT Team’s/ wider Embassy’s work.

- Administrative and other corporate duties (10%)

  • Provide logistical support for incoming and outgoing official visits.
  • Act as interpreter for CT Team/other Embassy staff at meetings, receptions, and events when required. Interpretation and translation may include complicated and precise economic, political, and legal terms.
  • Provide support for wider Embassy activities as needed.

Eligibility:

If you are selected for this position, we will be able to employ you as long as:

  • You have (or be willing to obtain) the right to live and work in Iraq. Candidate's residence permit and work permit, and the expense to obtain them, will be their own responsibility – the Embassy does not provide residence or work permits.   • Fluent communication skills in English and Arabic language (both spoken and written). Able to express ideas and messages clearly and concisely, both orally and in written communication.
  • Relevant experience of programme/ project management, delivery and evaluation, including finance/ budget management (accurate forecasting, timely payments, and embedding excellent value for money in all programmes) and contract management. 
  • Ability to drive delivery of outcomes and overcome obstacles, especially when working with and through others.
  • Proficiency in using Microsoft Office applications (Outlook, Word, PowerPoint, Teams), particularly MS Excel.
  • Excellent interpersonal and communication skills, with a strong customer focus.
  • Flexible, resilient, decisive, and calm under pressure. Proven track record of delivering results to a high standard to tight deadlines.
  • Excellent organisational ability. Proven ability to manage, plan, and prioritise tasks and workload. Proactive approach to problem solving.
  • Strong team-working skills. A team player who is capable of working on their initiative and who is adaptable to changing priorities. Able to work and act without close supervision and react calmly to situations that may arise.
  • Ability to work in fast-paced, high profile environments, and deliver to deadlines.
  • High school qualification/s and relevant experience, or holds at least a bachelor’s degree.
  • Experience of monitoring and evaluation techniques (including results frameworks and theories of change).
  • Some familiarity with the Iraqi security architecture.
  • Some experience of Arabic<>English translation or interpretation in a professional context.
  • Strong understanding of Iraq’s political situation, particularly and security issues.

The Embassy aims to offer an attractive working environment and remuneration package for this role, including up to 20 days of annual leave.

The role grade is Executive Officer (EO), with a base salary of US$ 2,232 per month. This base salary is paid 13 times a year. In addition, there is a security allowance of US$300 per month payable as part of this package. The allowance is subject to review and may be altered or withdrawn at any time. No accommodation nor relocation expenses are payable in connection with this position.

This position is for a full-time employment, on a fixed term contract until 31 March 2024, subject to a 90-day probationary period.

Conditioned working hours are 38 hours per week. Normal working hours are Sunday to Wednesday from 08:00 to 16:00 and Thursday from 08:00-14:00. There may be flexibility for starting and leaving times as long as conditioned hours are completed. The jobholder will be required to be flexible in their approach to hours worked as these will be dictated by operational needs and may involve working out of hours (evening/ weekend), for which time off in lieu will be granted.

The Embassy encourages a culture of continuous learning. Relevant programme management training will be given to the jobholder. All staff also have access to the Civil Service Learning platform, which gives access to training to improve job specific skills. Employees are entitled to a minimum number of annual training days.
