Main purpose of job:

To share UK policy experience with Japanese stakeholders and engage on climate, clean energy and related policy more widely encouraging positive change in line with UK government objectives. To follow and report on climate and energy policy developments in Japan to colleagues in the UK. To build a network of contacts working on climate change and energy within the Japanese Government, academia, civil society and more widely.

Roles and responsibilities / what will the jobholder be expected to achieve?

Policy engagement and reporting (70%)

  • Develop expertise in climate and energy policy and build a strong network of contacts. Use this to engage with stakeholders and to prepare analysis, information and advice.
  • Follow Japanese government policy updates and report to colleagues in the Japan network (embassy and consulate general) and in the UK including preparing analysis related to UK objectives.
  • To showcase UK policy expertise and experience with the Japanese government and wider stakeholders and encourage positive developments from Japan in the areas of low carbon energy, decarbonisation and coal amongst others.
  • Attend meetings with senior staff supporting them in meetings and reporting back on the discussion to UK colleagues.
  • Ahead of COP26 (26th Conference of the Parties to the UNFCCC; UN Climate Change Conference to be held in the UK in November 2021) lead on engagement on COP26 campaigns activity (on Energy Transitions, and Zero Emission Vehicles) encouraging senior attendance and strong, positive buy-in from Japan, and advising UK colleagues on Japanese position.
  • Respond to requests for information and advice on policy areas leading on.

Visits and Events (10%)

  • Devise, deliver and lead on visit programmes, seminars and other events that move forward UK objectives and promote UK policy.

Management (10%)

  • Manage one member of staff and act as countersigning officer for one other.

Wider Team Support (5%)

  • Support Head of Team and Climate and Energy Promotion Officer providing cover, advice and additional resource as needed.

Corporate (5%):

  • Take on a corporate task that delivers wider embassy objectives, proactively working with members of other teams.
  • Take on and prepare for a crisis role.

Resources managed (staff and expenditure):

  • To line manage one member of staff (A1L) and countersign for one (A1L).
  • Bachelor’s Degree in a relevant field.
  • A minimum of 3+ years of experience working for an organisation in a relevant field, for example, working in within government, for a research organisation or for an NGO preferably in climate change or energy or other area of social or environmental policy.
  • Good understanding of international climate change and energy policy.
  • Excellent communication and interpersonal skills. Including written English-language reporting skills.
  • Excellent networking skills.

Language requirement:

  • Language:  Fluent level Japanese with strong, business level English
  • Level of language required:  English TOEIC/TOEFL 900; Japanese JLPT1 
  • Master’s Degree in a relevant field.
  • Strong knowledge or background of Japanese and/or UK climate change and energy policy.
