This is a unique opportunity to hold an influential position at the heart of the fast-paced UK-China energy relationship at a time when China is undertaking a series of fundamental and complex reforms across its energy system. The successful candidate will lead UK-China policy engagement on renewable energy and power sector reforms, and work with UK and Chinese national and provincial government, researchers and businesses.

The job holder will be responsible for:

  • Taking a leading role in shaping UK engagement with China on renewable energy and power sector issues;
  • Providing policy oversight of renewable and power sector-related activities that will be delivered through a forthcoming multi-million pound programme;
  • Supporting commercial exchanges that help to position the UK and China as partners of choice on renewable energy and power sector issues;
  • Collaborating with colleagues in the Department for International Trade and wider HMG to identify and mitigate trade and investment barriers that relate to renewable energy and power sector issues.

This position requires an individual with proven experience in energy policy, technology and investment. The individual will also require strong organisational, entrepreneurial and influencing skills and the ability to communicate persuasively in written and oral English and Mandarin Chinese.

Policy - Lead engagement on renewable energy and power sector issues in China

  • Develop a deep understanding of relevant UK Government policy including on renewable energy, power sector reform, energy storage and smart energy. Confidently communicate UK positions in external settings.
  • Analyse and communicate important policy, political and market developments in China to contacts in the UK and Embassy, providing briefings for internal stakeholders including senior officials where needed.
  • Build and maintain strong relationships with key internal stakeholders, UK centres of expertise and key businesses, influential policy entities within Chinese Ministries, provincial authorities, state-owned enterprises and research institutes. Leverage UK contacts to deliver expertise into the Chinese system.
  • Deliver targeted and impactful visits by UK researchers and officials to support policy objectives. Support key events and visits such as the UK-China Ministerial Energy Dialogues and the UK-China Economic and Financial Dialogues.

Project Management - Provide support for energy and low carbon economy project activities

  • Work closely with the Energy and Low Carbon Economy Programme team, delivery partners and key stakeholders to identify, develop and deliver a targeted and highly impactful set of energy and power sector policy collaboration projects under a forthcoming multi-million pound programme
  • Foster and maintain relationships with key stakeholders in both China and UK to support project activities and ensure high-level buy-in.

Commercial Support - Support UK commercial engagement on renewable energy and the power sector in China

  • In collaboration with colleagues in the Department for International Trade, act as a centre of expertise for both UK and Chinese companies on markets, regulations and policies.
  • Support colleagues in the Department for International Trade in identifying commercial opportunities and key market barriers to bilateral trade and investment across portfolio.
  • Bachelor degree or above with a minimum of 3+ years’ professional experience.
  • Excellent presentation skills (in English and Chinese) with ability to produce clear, concise written reports and confidence in talking to range of expert and non-subject expert audiences.
  • Experience of building and maintaining effective relationships with a diverse range of stakeholders.
  • Knowledge and understanding of Chinese Government structure and China’s energy industry, particularly renewable energy technology, energy storage and smart energy, power markets and regulation (gained through significant work experience or policy work)
  • Proven experience and credibility gained in an international environment (e.g. similar diplomatic missions, international organisations) is desirable, but not mandatory.

We offer a competitive package, which includes basic salary, good leave entitlement, and insurance plan, etc. The gross starting salary (before all deductions) for this part time position is CNY 27,596 / month for Chinese Nationals and an abated monthly salary of CNY 35,959 / month for British Nationals and spouses/ partners (all nationalities) of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.
