Main purpose of job:

The Human Resources Department leads the people strategy and operation for the Brazil Network of the Foreign, Commonwealth & Development Office, providing support to all employees, Heads of Section and the Brazil Network Board, as well as offering expertise in payroll, recruitment, performance management, employee relations and HR policy issues and processes.

Each post of the Brazil Network has a HR Business Partner, reporting to the Head of HR. The Deputy Head of Human Resources will take the business partner role in one of our posts, acting as HR advisor at post, offering support to all general HR processes and issues.

This position will also play a significant deputy role, taking the leadership responsibility of the HR team full operation. When the Head of HR is absent, the Deputy Head of HR will need to step up and manage the team and projects. The Deputy should also act as a senior partner of the Head of HR, collaborating with strategic views and creativity. 

Roles and responsibilities / what will the jobholder be expected to achieve?

  • Lead the HR team at post, providing expertise in recruitment, payroll, performance management, leadership development, employee relations and HR policy issues and processes;
  • Support and advise managers and senior managers at post on staff issues/development;
  • Line manage your direct reports providing training, development and coach on department processes;
  • Lead the HR team operation and the monthly payroll process, acting as payroll officer and liaising with the payroll provider to ensure compliance and effectiveness;
  • Assist the country based staff budget managers by providing accurate HR payments forecasts;
  • Deliver the HR Board KPI’s bimonthly, composed by the main HR statistics;
  • Be updated on the Brazilian labour legislation and FCDO guidelines;
  • Lead the HR team when the Head of HR is absent, being able to step up, manage people and processes. Act as senior partner of the Head of HR.

Resources managed (staff and expenditure): 3 staff + team’s operation.

  • At least 5 years’ experience in human resources;
  • Consistent knowledge of essential HR processes such as: recruitment, payroll, benefits, employee relations and performance processes;
  • University degree in Administration;
  • Excellent communication skills, both written and oral, in English and Portuguese (to the fluent level);
  • Experience with people’s management;
  • Able to multitask and prioritize accordingly;
  • Excellent eye for detail.
