Please note: This is a temporary position for 6 months. This position is open to all the nationalities but they should have legal right to work in Bangladesh.

Main purpose of job: 

Assist the Finance Manager in managing finances for 2 x FCO programmes. The jobholder will be responsible for developing relationships both internally and externally with our range of project implementers, working with them to ensure compliance with programme rules. Managing the timely provision of financial reporting to HQ; working with the programme manager to monitor projects, including partners’ reports and invoices. The jobholder will work with the Political & Security teams to support the development of new proposals and will liaise with implementers to develop funding arrangements. The jobholder will be responsible for efficient management of the project portfolio on PRISM, and Hyperion, including maintenance of supplier information and full delivery of the purchase to pay cycle.

This role will also include providing wider support to helping manage visits, preparing for field trips and wider office management tasks.  

You will be managed by the Second Secretary Political.     

Roles and Responsibilities:

  • Assist the Finance Manager in monitoring the team’s budget by following up on day to day expenses.  Keep track of all finance timelines (reporting, invoicing, receipt of supporting evidence) and follow up with implementers where necessary.

  • Monitor budget spend against approved Activity Based Budgets for all projects by reconciling receipts against financial reports and spotting any under/overspend.  Request clarification from suppliers on discrepancies and any over/underspend, helping to ensure compliance and 100% allocation spend by the end of the financial year.

  • Keep abreast of and apply guidance from GTPC Manila and UKPC to: create Prism requisitions; track purchase order approvals; and set up suppliers on PRISM.

  • Assist in maintaining project and programme spreadsheets and project files in hard and soft copies for Post and London Stakeholders.

  • Process invoices and follow up on reconciliation of payments and update payment summary accordingly.

  • Assist the Finance Manager in Updating Hyperion, regularly updating spend and payment data, preparing Hyperion draft reports and submitting to Finance Manager for approval before updating online.

  • Assist the team with meeting and visit preparations e.g. hotel and taxi bookings and travel risk assessments for field visit.

  • Ad Hoc tasks - responding to the needs of programme managers, and supporting the Finance manager in running the office e.g. managing leave chart, staffing return, IT inventories etc.  Lead monthly meetings of office management team (Head and Deputy Head of Programmes and Finance Manager and Assistant)

Language requirements: 

Language: English 

Level of language required: Fluent

Essential:

  • Bangladesh graduation level or international equivalent including UK A-levels at grade C or above
  • Strong proven English language skills, both written and spoken.
  • Strong proven proficiency in Microsoft Office and Excel.
  • Project or programme management experience.
  • Strong organisational and administrative experience.
  • Financial management/reporting skills.
  • Proven ability to communicate effectively to staff and external parties.
  • Ability to work unsupervised and strong teamwork skills.

Desirable:

  • Previous work on Prism, Hyperion or similar databases.
  • Experience of working on security and/or political issues.
  • Experience of working with international partners.
