View Vacancy - CPK - Assistant to HM Revenue and Customs, Fiscal Crime Liaison Officer, B3(L)
The successful candidate (jobholder) will join a regional team working at the forefront of the fight against organised crime, tax fraud and international money laundering. Reporting to Her Majesty’s Revenue and Customs (HMRC) Fiscal Crime Liaison Officer (FCLO), the jobholder will provide the essential Chinese language and office support functions enabling the FCLO and regional Asia-Pacific team to operate effectively.
With strong Mandarin Chinese and English language skills (written and spoken), the jobholder will play a pivotal role in building and maintaining productive relationships with key partners, primarily within China but also in other countries covered by FCLO Beijing, including Republic of Korea, Japan and Mongolia. The jobholder will help drive forward operational investigation cases and promote the UK’s strategic priorities in tackling organised fiscal crime.
The job holder will facilitate the flow of data between UK-based investigators and key external partners, manage incoming enquiries linked to criminal investigations and make formal requests for assistance from host agencies. They will compile and disseminate intelligence reports for UK investigation teams, taking into account case priorities, sensitivities and requirements of UK legislation. From time-to-time they will also be required to travel widely across the region with the FCLO, attending formal meetings and conferences.
The jobholder will need to demonstrate excellent organisational skills, prioritisation and self-management skills, a practical approach to multi-tasking and problem solving, as well as the ability to quickly grasp complex legal issues and deal with other related issues that may arise when the FCLO is absent.
The jobholder will be expected to make decisions about how best to progress casework in partnership with Chinese speaking contacts. They will be able to evaluate and critically assess information from a variety of sources and refer high-profile and sensitive issues to the FCLO when appropriate. They will have the ability to conduct research and upskill themselves on HMRC’s strategic priorities on fiscal crime and play a pivatol role in working to promote them within China and the wider region. They will be expected to demonstrate an appreciation of the needs of criminal investigators in the UK and convey relevant information to them clearly and efficiently in support of their work.
The jobholder will also be responsible for managing administration of the FCLO office, including budget profiling, office accounting, accurate data processing and information management. They will proactively and independently carry out research of local media sources and write reports on political and legal developments in China relevant to the work area. The job holder will also get involved in high level visits to and from the UK, leading on logistics and delivery.
As Assistant to the Fiscal Crime Liaison Officer (FCLO), you will provide the essential Mandarin Chinese language and office support functions enabling the FCLO to operate effectively. You will be the eyes and ears for the FCLO at meetings and conferences with host agencies. You will also support other FCLOs in the region (Hong Kong, Kuala Lumpur, Singapore and Australia) and work closely with other FCLO assistants to support the work of HMRC and provide logistical and administrative support at regional conferences and events.

Promote UK fiscal crime agenda: Build and maintain bilateral relationships with contacts in agencies and ministries with an interest in tackling fiscal crime. Research and prepare information for contacts including presentations and current trend alerts in English and Mandarin. Organise and attend meetings and visits together with Fiscal Crime Liaison Officer to key areas, chiefly in Mainland China, interpreting where required. Identify and publicise relevant trends in the UK and China affecting our bilateral work.
Support active criminal investigations: Assist the FCLO in the management of active operational casework. Prioritise requests for information from UK criminal case teams. Liaise with internal partners and regional law enforcement agencies to secure appropriate assistance. Provide information where required on British and Chinese legal processes and procedures. Pass timely and accurate information back to case teams in the UK.
Office administration: Provide office and administration support to the FCLO. Manage IT based intelligence data systems. Review media sources for relevant information on local cases, legislation, political developments. Managing budgets, accounting, compiling management data and filing. Prepare regular management reports.
- A bachelor’s degree in Chinese language or a bachelor’s degree of any type and Mandarin Chinese language equivalent to at least HSK Level 5, is essential. Language skills, including oral, written and reading will be tested as part of the selection process.
- Recent track record of office administration and management.
- The ability to use the Microsoft Office suite of applications (Outlook, Word, Excel and PowerPoint) effectively.
- An adaptable self-starter with enthusiasm and energy able to work alone as well as in a small Beijing and wider regional team.
- Excellent interpersonal and communication skills.
- Proven organisational ability.
- Experience in or knowledge of government administration and the law in the UK and China is desirable
- Experience working on visits and/or events.
Appointment of the successful candidates will also be subject to Overseas Security Clearance. Due to the security clearance level required for this position, this vacancy is open only to the following:
- Nationals from the UK who have spent at least two (2) years out of the last five (5) years in the UK;
- Nationals from the UK who have Diplomatic status in China ('W' visa holder);
- Other nationals from EU countries, the USA, Canada, New Zealand, or Australia providing they have Diplomatic status in China ('W' visa holder).
Necessary security clearance for this position can take at least two months and will require completion of a separate security interview which can take place either in the UK or in China (dates to be notified). Candidates must be available for this security interview to be considered for this role.
Start date will be flexible depending on security clearance.
