Main purpose of job

The post holder is accountable for the active and hands-on management of CSSF projects and programmes in-line with central guidance and department requirements, with a focus on results, risks, and spend.

Roles and responsibilities :

  • Effectively manage and drive delivery of one CSSF programme (80%) and one other CSSF project (20%)
  • With HMG policy leads, support the design and strategic direction of the programme
  • Work closely with relevant policy leads to ensure strategic and political engagement priorities are adequately incorporated into programme and project design
  • Build and manage relationships with key stakeholders, including staff and government officials relevant to the key projects under the programme
  • Identify opportunities to add value to other programmes and make recommendations to the Head of Programme
  • Manage procurement requirements and ensure procurement is compliant with departmental standards
  • Lead on managing short-term technical visits to support programme design, delivery or M&E
  • Ensure cross-cutting themes – including gender and human rights – are appropriately addressed by the programme as set out in relevant strategies and approaches.

Effectively manage programme finances, risks and audits

  • Work closely with Finance Manager and Deputy Head to track and monitor overall programme spend, ensuring key departmental requirements are met
  • Ensure accurate forecasts for the whole programme are provided to the Finance Manager on a monthly basis, drawing on information from partners
  • With the cross-cutting team, lead due diligence assessments for partners and projects
  • Develop and implement a programme-specific value for money strategy
  • Monitor programme-level risks and ensure appropriate mitigating action is taken and flagged to the Head of Programme
  • Approve/process payments to implementing partners, as necessary, in-line with delegated authority
  • Monitor and deliver against any audit recommendations ensuring they are implemented.

Monitor and evaluation programme results and impact

  • Monitor programme outputs and milestones to ensure the programme (and projects) are on track to delivering results outlined in the results framework
  • Quality assure project-level delivery, including reporting and financial management, ensuring key results are met and, as necessary, escalating any issues, risks and challenges faced by the projects through appropriate channels
  • Establish and drive delivery of the M&E strategy for the programme, including leading on the programme’s annual review and ensuring updates and revisions of the programme’s results framework
  • Monitor and deliver against Annual Review recommendations ensuring they are implemented
  • Monitor and share lessons learnt and best practice across the whole of the portfolio and BHC

Effectively manage programme information and communications

  • Establish and drive delivery of the information management policy for the programme, in-line with CSSF requirements and programme needs
  • Develop high-quality reports to communicate programme results across the British High Commission and HMG—including programme-level briefs, reports to the Operational and Strategic Boards, and ministerial submissions— and contribute to cross-cutting reports on the whole of the CSSF portfolio
  • Manage transparency requirements for the programme.

Additional requirements

  • Line manage project officers, where applicable
  • Actively support cross-CSSF and cross-BHC corporate requirements as and when required, including support for hiring panels within the CSSF.

Bachelor’s Degree; 3 years relevant project management experience.

Language requirements:

Language: English

Level of language required: Fluent .

Five years relevant project management experience would be desirable.

Salary Details:  

For BHC candidates, the Local BHC Terms & Conditions will apply. 

For other than BHC candidates, Basic Salary will be ­­­­­­PKR 230,719.
