The British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Finance Manager, Grade – B3 (L).

 

Main Purpose of the job:

This position is part of the Corporate Services Team within the British Embassy Amman. It plays a key role in managing and delivering the Amman Post finance portfolio, dealing with a range of corporate returns and working with the Corporate Services Management Team in creating and maintaining high level financial performance in Amman.

Financial services are provided to a dozen PAGs working on the One HMG platform. This position contributes to the development and implementation of finance objectives and processes aimed at providing a high quality finance service and accurate budget management and forecasting of a Post budget of £4 million.

Main Responsibilities:

A key partner to the Head of Corporate Services, the key focus of the role is:-

Finance and Budget:

Manage the Embassy’s budget in accordance with corporate policies to ensure correct expenditure and VFM and implement new financial practices:

  • Lead the budget, quarterly, mid-term/end-year reviews. Responsible for forecasting and budget amendments. Challenge assumptions linked to budget, influence budget holders during budget preparation as well as periodic reviews to check progress against expectations and ensure that they are updating their requirements on monthly basis.
  • Accountable for financial monitoring through the FCDO’s Oracle system known as PRISM, Hperion & OBIEE (Oracle Business Intelligence). Take overall responsibility for Financial Performance and Compliance Indicators (FPCI’s)  to maintain good scores and improve as necessary by coordinating with the Finance Hub in Manila to clear outstanding issues related to balance sheets. Continually monitor procedures and educate staff on good practice.
  • Partner with senior managers in order to take accurate decisions by providing them with strategic information, anticipating issues through proper budget monitoring including expenditure trends and ensuring sufficient funds for are available in the bank account every month to cover then expenditure of all sections in the Embassy who use our financial and services.  Advising them on the need for additional funds or refund of surplus funds.
  • Advice and develop procedures to capture in country costs for HMG departments. Continuously working to develop a financial management mechanism that works.
  • Lead Medium Term Financial Planning (MTFP) and other periodic financial bidding exercises and ensure the correctness and the veracity of profiling for London’s head office. Reflect on key lessons to be learnt from past exercises by implementing necessary improvement plans.
  • Approve weekly payment batches, manage imprests, and approve Cclaims included in payment batches. Ensure that regulations for cash payments are strictly adhered to and drive down the use of cash.
  • Managing Bank & Cash balances and providing support to the Finance Hub based in Manila.
  • Responsible for preparing the periodic (quarterly) Overseas Accounting Returns.
  • Responsible for implementing any salary changes, ensuring consistency throughout the British Embassy.
  • Accountable for the whole process of Staff Social Security contributions, resolving any related problems. Secondary contact for the Social Security Corporation.
  • First contact between the Hub/Finance Business Partners and post to resolve outstanding financial /banking problems by maintaining proper communication channel and anticipating any potential issues.
  • Drafting of periodic fixed asset verification exercises.
  • Preparation of all the quarterly cash and bank funding profile and monitor bank balances to ensure adequate funding.
  • Support annual pay reviews and financial analysis of pay proposals.

Accounts:

  • Manage month-end and year-end accounting procedures, including verification of the current asset and current liability position of the Embassy.
  • Ensure compliance with FCDO accounting procedures and correct charging of other government departments.
  • Ensure staff are informed of updates on Purchase to Pay process, new forms and new charging instructions.
  • Ensure invoice payment performance conforms to FCDO guidance (payments within 10 working days).
  • Management of other UK Government Departments’ charging in line with the UK Central Government SLAs.
  • Daily overview of Cash and Bank Account Statement.
  • Quality check of Cash Imprests.
  • Oversee the raising of invoices for staff debts, manual invoices and the preparation of journals to correct mischarging.
  • Follow up on payment of debit memos to ensure swift payment and reconciliation.

Payroll:

  • 100% check of monthly payroll prepared by Finance officer for 115+ local staff to meet monthly KPIs.
  • Checks on monthly Social Security deductions.
  • Support annual pay reviews and financial analysis of pay proposals.
  • Maximise value for money through contract management and tendering with local suppliers and vendors.
  • Ensure compliance with existing FCDO policies and best practice to reduce financial risk.
  • New supplier verification checks.

Line management:

  • Overall line management for a team of three (Finance and Procurement officer, Finance support assistant and HR officer).
  • Coaching, monitoring, developing and providing training for the team as appropriate.
  • Ensure effective performance management of team members, including regular 1:1s, mid-term reviews and End of Year reviews are completed on time and to a high standard.

Essential:

  • Fluent communication skills in both Arabic and English (speaking, reading and writing).
  • Minimum 5 Years Finance or Accounting experience.

  • Microsoft Office and Oracle based ERP systems experience (payroll, reporting, budgeting and invoicing).
  • Customer service experience and experience in problem solving.
  • Ability to deliver competing priorities, including prioritising and delegating appropriately.
  • Proven skills to interact and influence people from different backgrounds and different seniority levels.
  • Line management experience.

Desirable:

  • Professional qualification in finance or management.

Working Hours and Remuneration:

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances.

Pay is on the Embassy B3 (L) scale, with a salary of JOD 1,613 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary which is minus the deduction of an equivalent level of local tax.  Further information on this will be given to candidates at interview if necessary.

This position is offered on a full time, permanent contract. The successful candidate will be subject to a 90-days probationary period. The selected candidate will have the right to live and work in Jordan.
