The Embassy is recruiting for an Office/Events Manager and Culture Secretary to work for The Scottish Government.

This is an exciting opportunity to help the British Embassy support those working on the future bilateral relationship between the UK and Ireland.

The post holder will support the Head of Office as lead on Scottish Government cultural policy in Ireland, promoting Scotland’s cultural capital, developing Scotland’s network across the culture, arts and creative industries sector, identifying opportunities for collaboration and delivering a programme of events that promote Scotland as a modern, vibrant, cultural centre.

As events and visits officer, the post holder will lead planning and delivery of an annual programme of events delivered by Team Scotland in Ireland, and in close liaison with colleagues in Ministerial offices in Edinburgh, will plan, coordinate and deliver high quality Ministerial visit programmes.

As office manager, they will plan, profile and monitor the Scottish Government Office budget, ensuring compliance with SG standards and budgetary reporting demands.

Main Duties and Responsibilities:

Culture Policy Lead:

  • The jobholder will work closely with Scottish Government culture policy leads, the British embassy and British Council in country, and the Head of Office to promote Scotland’s cultural capital in Ireland, and deliver enhanced Scottish/Irish cultural collaboration.

  • Build strong relationships with cultural institutions in Ireland and Scotland, the job holder will develop a strong annual programme of cultural events, and deliver support for enhanced collaborative projects between the countries.

  • The successful candidate will be expected to represent the Scottish Government at key Irish cultural events.

Visits and Events Lead:

  • The job holder will use project management skills to creatively deliver an innovative and varied annual programme of events that promote Scotland’s interests with an Irish audience, including marquee annual events for St Andrew’s and Burns Supper.

  • Develop an events programme that supports the SG Office’s country business plan, and meets the limits set through annual budget profiling.

  • The jobholder will also manage a database of Scottish contacts and diaspora. Often working to tight deadlines the jobholder will source appropriate venues and suppliers to deliver top quality events, ensuring value for money, seeking feedback and always improving events.

  • The job holder will also be responsible for the SG Office’s busy annual programme of Ministerial visits. Delivering an average of 12 Ministerial visits (plus parliamentary committees and senior officials), the job holder will liaise with a wide range of Irish, UK and SG stakeholders, including ministerial offices, business and civil society leaders, to ensure programmes are effective and meet Ministerial objectives.

  • Responsible for ensuring that efficient accommodation, transport and logistics support is provided to high standard for all visitors.

Officer Manager:

  • The job holder will manage the day to day running of Scottish Government Office in Dublin, specifically, managing the office’s budget of nearly £500k, ensuring that the Office is fully compliant with Scottish Government financial reporting responsibilities and procurement rules.

  • Strong knowledge of Scottish Government finance systems, monthly monitoring and audit responsibilities. They will work with finance colleagues within the Embassy, and in the parent Directorate in Edinburgh to enable the most effective delivery for Scottish Government colleagues in country, ensuring the budget profiling informs effective decision making and delivery.

  • The jobholder will identify opportunities for local efficiencies within SG and Embassy finance systems, procurement and purchasing.

  • The jobholder will be expected to work with a high degree of autonomy on policy, delivery, and resource management. In addition to their own specific objective areas, the job holder should expect to contribute fully to the wider aims of the Scottish Government Hub’s business plan, providing support to the Head of Hub and also to the Trade and Investment lead in country as required.


  • Previous experience of events or project management. Previous budgetary management responsibilities.
  • Proven customer relationship management skills, with ability to demonstrate a high level of confidence and credibility in dealing with senior business contacts.
  • Ability to develop, cultivate and leverage strong networks across a variety of internal and external partners and stakeholders.
  • Excellent interpersonal, communication (written and oral English) and influencing skills
  • Demonstrate a strong sense of teamwork and ability to work collaboratively and successfully, including building and leading virtual project teams to achieve common objectives.
  • An understanding and knowledge of the operation of devolved Government is essential.
  • Prior knowledge of Scottish Government systems.
  • Prior knowledge of British Embassy working arrangements.

  • An established network of contacts in Ireland and Scotland.

This is a part-time position for a two years fixed-term contract, 28 hours gross per week.
