Background and main purpose of job:

The cross-Government Prosperity Fund (PF) was created in 2015 to promote economic growth in developing countries. Working across ten priority countries until 2021, as well as contributing to a reduction in poverty in recipient countries. These official development assistance (ODA) programmes aim to create opportunities for international business, including for UK companies. The fund has a budget of £1.2 billion over 6 years to provide support to partner countries in key reform areas such as the business environment, energy financial services, infrastructure and future cities, amongst others.

We are recruiting a Programme Officer for the Global Future Cities Prosperity Fund Programme to work Surabaya  to oversee and assess and monitor project activity to ensure they are achieving their intended impact, continue to offer value for money and are well managed.

The successful candidate will build relationships and work closely with delivery partners, the municipal government of Surabaya, businesses, beneficiary agencies, NGO’s and other external stakeholders to ensure successful delivery of the programme. The successful applicant will work to the Head of Sustainable Development at the British Embassy Indonesia in Jakarta and will coordinate with Future Cities Programme Manager on alignment with other posts in the region and government colleagues in the UK to achieve UK policy objectives and to ensure that programmes comply with OECD rules for ODA. An important aspect of the job will be working with Department of International Trade colleagues in Indonesia and Secondary City Officer in Surabaya to unlock the opportunities created by the programmes’ interventions for increased inward trade and investment, particularly for UK companies.

The post will be based in Surabaya with frequent visit to British Embassy Jakarta, a vibrant, international organisation, committed to diversity and staff development.

Roles and responsibilities / what will the jobholder be expected to achieve?:

We are looking for a pro-active, engaged individual with a passion for delivering development impacts. The job holder will have three main responsibilities: oversight of programme delivery, stakeholder engagement, and coordination for commercial and policy delivery.

Oversight of Programme Delivery (50%)

  • Engage with delivery partners, proactively seeking opportunities to oversee in-country delivery of the programmes’ components by delivery partners. Utilise strong insight into the impact of the programmes beyond delivery of activity and report this to the FC Programme Manager and Sustainable Development Programme Office in Jakarta.
  • Deploy excellent programme management skills to drive forward delivery of the programmes in-country, including: inputting into and critically evaluating monitoring, reporting, evaluation and learning; providing local insight; monitoring delivery; and managing relationships with implementing partners.
  • Co-ordinate with other programme officers in the Prosperity Fund region countries to drive consistency, deliver efficiencies and increase impact.
  • Reach out to colleagues to understand UK policy aims in this space and work with policy leads at post and in the region to ensure programme activities remain aligned to these aims

 Stakeholder and Co-ordination (30%)

  • Build and maintain relationships with Surabaya City Government and key stakeholders responsible for programme priority areas to enable and enhance the implementation of the programmes and ensure continued buy-in – in collaboration with FCO policy leads.
  • Working with FC Programme Manager’s direction to coordinate Surabaya FC Programme with national and international partners (e.g. other donors) to promote UK objectives and improve our understanding of partners’ priorities.
  • Work with all stakeholders to drive through lasting change on the back of programme activity.
  • Liaise with FC Programme Manager and the regional networks and Communications colleagues to deliver effective communications activities

Prosperity/Commercial (10%)

  • Support the secondary prosperity benefits of the programme by identifying and promoting commercial opportunities in the Future Cities sphere to expand that market for international (including UK) trade and investment. Work closely with the Indonesia Prosperity Network in the Embassy and Secondary City Officer in Surabaya to ensure these programmes are fully coordinated with the other parts of the programme and relevant to Embassy work.
  • Seek opportunities to use the programmes to add value to the wider prosperity objectives of the Embassy and relevant regional networks.

Policy Delivery (10%)

  • Know and monitor the current business regulatory environment and development opportunities in the Future Cities sphere for Surabaya, including opportunities for and barriers against the programmes objectives. Build relationships with key decision makers in Surabaya’s government, civil society and private sector in support of these programmes, including leveraging diplomatic and senior engagement to drive forward regulatory and policy shifts in support of prosperity objectives. Provide reporting on your analysis and meetings on programmes to government colleagues. Coordinate with FC Programme Manager and others in the Embassy. 

Resources managed (staff and expenditure):

  • Staff: No direct line management is envisaged. However team management experience is preferred given the job holder will be responsible for ensuring programme delivery and collaborating with others.
  • Resources:  Play supporting role in the effective utilisation of £4m of Prosperity Fund funding in line with best practice/good governance and ensuring compliance with the UK’s International Development Act (including the Gender Act) and OECD’s DAC requirements.

Learning and development opportunities (and any specific training courses to be completed):

The Foreign and Commonwealth Office is committed to developing its staff. There will be opportunities for formal training alongside collaborating with a wide range of colleagues delivering on-the-job learning;

  • Working in a diplomatic mission;
  • Understanding how UK international development assistance is managed / implemented;
  • Understanding Prosperity Fund objectives and effective programme management; and
  • Application of gender priorities to infrastructure projects.

This will be an ideal job for a flexible, motivated self-starter who has strong stakeholder engagement skills. A successful applicant would need to demonstrate a combination of urban planning subject knowledge, with an ability to use self-directed study to learn further about urban planning and resilience areas as the programme develop. Applicants will also need to show project administration/delivery/management and strong communication skills to work in a team and influence others.

The length of this role is 1 year with possibility of renewal

  • Graduate with a university degree relevant to the job and at least 5 years of experience in a relevant field.
  • Any additional technical qualifications relating to infrastructure, urban planning, urban resilience, or project management
  • Working experience in organisations or programmes/projects either in delivery or in management
  • Strong people’s skills
  • A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
  • Excellent communication and influencing skills including in giving presentations to external audiences.
  • Team player driven by values.
  • Essential regional knowledge of Surabaya and useful experience of dealing with consulting companies, governments, academics, or community groups
  • Experience/knowledge of donor funding programmes
