Main purpose of job:

 

To overseas the security operations at the British Deputy High Commission in Mumbai, ensuring compliance with set standards, scoping the horizon for ways to further improve measures and reduce risk, and ensure staff and visitors are fully aware of their role in delivering a secure working environment.

Roles and Responsibilities 

The core responsibilities of the job are:

 

  • The job holder will be responsible for overseeing the Securitas guard force, through their operational supervisor, ensuring  high standards are guarding and perimeter security are delivered. . Conduct regular checks of the guard rooms and ensure proper function of the physical security measures in place. Ensure security recommendations made by FCO Overseas Security Advisers and Regional Overseas Security Managers and Post Security Officer are implemented.  Also to act as the Post Fire Safety Manager and ensure that fire safety equipments are maintained properly, fire evacuation plan is up to date and fire, bomb  drills are conducted as per guidance / policy.   To maintain proper records to report KPI scores to Delhi on a monthly basis.
  • Regularly visit residential properties owned or leased by the BDHC and ensure guarding and physical measures are correct – tackling shortfalls with the societies, landlords, or guards.
  • Establish and own key relationships with the BKC Police Station and the Mumbai Diplomatic and VIP Security Force, and other senior members of the Mumbai Police Force.  To establish and maintain relationships with the Pune & Goa Police Force, in liaison with the Head of the British Trade office & Goa Office. Ensure threat assessments include the input of the Indian police services.
  • Ensure high quality management and delivery of briefings, deliver alarm checks, review security drills, issue and control official staff passes. Conduct full security briefings to new staff members.  Review and update Post Security regulations as required in agreement with the Deputy Head of Mission.

In close liaison with the Corporate Services Manager and the Estates Team, ensure proper maintenance of security equipment installations like blocker gates, turnstiles, DFMDs etc.
  • Oversight and occasional visits to the British Trade Office in Pune and the British Nationals Assistance Office in Goa – ensuring security measures in both offices are correct and being followed.
  • Assist the Deputy Head of Mission in the management and practicing of the Post Crisis Management Plan including specific responsibility for ensuring the back-up venue is properly prepared.
  • Education: Graduation / Technical Diploma
  • Years of experience required: 3 Years
  • Experience of the delivery of security services in a supervisory level  – particularly physical security -  at high profile sites. Good experience of developing and maintaining strong relationships with police and other security stakeholders.
  • Strong inter-personal skills
  • A knowledge of health and safety provisions.

For other than BHC candidates, salary will be INR 49,635 per month together with a 12% provident fund and 6% Superannuation Fund/ Special Allowance.

The Post Security Manager is a critical role in the British Deputy High Commission and reports directly to the Deputy Head of Mission (a British diplomat), who will be his or her Line Manager.  The successful candidate will have a good grasp of security principles governing the physical security of buildings, residence and/or individuals, and also be a self-starter, enthusiastic, individual with good IT and inter-personal skills, presence and leadership credentials.  The provision of security for numerous sites also requires the individual to conduct random checks of services out of hours – and thus he or she should be willing and intending to be able to work flexibly.

 

The British Deputy High Commission (BDHC) in Mumbai is the equivalent of a Consulate General. The Head of Post is the British Deputy High Commissioner, who is the equivalent of a Consul General.  The BDHC is located in the BKC area of the city. It has 100 staff members focussing on areas as diverse as the promotion of the United kingdom as a trade and inward investment partner of choice for India, consular services to British nationals, political relations, media and communications, corporate services, visas for Indian national wishing to go to the UK, science and innovation and relationships with the Indian customs services. It also has subordinate posts in Pune (British Trade Office) and Goa (British Nationals Assistance Office), for which the job holder will also oversee security aspect.

 

The BDHC is a busy mission in keeping with the strength of the UK/India relationship, and the prioritisation given to India by the British Government, resulting in a high volume of very senior visitors, trade delegations and the delivery of big events to maximise and increase the value of the bilateral relationship. Security at the British Deputy High Commission is a critical operation, including the control of visitors, efficient management of the perimeter, and the arrival of vehicles near or in the vicinity of the building, as well as the security of the office space itself. The Deputy Head of Mission has primary responsibility for security at the BDHC and will work very closely with the Post Security Manager, who has day-to-day responsibilities for the operational implementation of British Government security policies and procedures at the BDHC. The Post Security Manager will also routinely review the security at residential accommodation of the 8 UK-bases members of staff and the security of the British Deputy High Commissioner and visiting VIPs.

 

The Post Security Manager is also responsible for ensuring the fire and other evacuation procedures are robust, that we have appointed and trained fire wardens and first aiders, and that all staff know what to do at times of emergencies.
