View Vacancy - Peacebuilding Programme Advisor, Kathmandu
Main purpose of job:
Provide advice and expertise to support the successful delivery of the British Government’s Nepal Peacebuilding programme. Provide some programme management oversight.
This is a critical role providing advice and expertise to support the successful delivery of British Government’s Nepal Peacebuilding programme. The programme aims to:
- Support communities to collectively identify and resolve areas of local tension
- Facilitate dialogue between communities and political representatives
- Strengthen capacity of human rights and media organisations
- Strengthen local research capacity
The post holder will be based in Kathmandu, but will be expected to take regular travel to the Terai. S/he will be a confident, resilient and self-reliant individual who will work with HMG colleagues to make a key contribution to peacebuilding work, in support of UK objectives in Nepal. Sound policy judgment needs to be combined with, , local contextual awareness and strong influencing skills, especially the ability to influence a wide range of partners with different views.
The post holder will provide political analysis and expert advice to the Embassy/DFID team on the design and delivery of the peacebuilding programme. S/he will design and implement activities at the national and local levels. Monitoring and evaluation and continuous lesson-learning will be important; the Post holder will need to work closely with the programme manager to evolve the programme through implementation. The post holder will have a representational role, identifying and lobbying key interlocutors in support of the programme. The post holder will also provide expert and political advice to HMG on peacebuilding issues and will manage one programme manager.
Key responsibilities include:
- Provide expert advice on the design and delivery of the new peacebuilding programme in coordination with and support of existing HMG peacebuilding work in Nepal;
- Advise the Embassy/DFID on the political context in the Terai and how this relates to the national political environment;
- Lead on developing and coordinating papers for the management boards at Post (including working group, operational board, strategic board etc) and in London through cross HMG work
- Work closely with Embassy political team to closely align political engagement with programmatic work and with DFID technical experts to ensure existing technical expertise is factored into programme design and delivery;
- Build and manage relationships with key (senior) staff in implementing partner organisation/s;
- Provide support to the programme Senior Responsible Owner (SRO) in coordinating strategic direction and future funding;
- Ensure gender is mainstreamed in all programme activity;
- Attend internal and external coordination events;
- Provide quality assurance on quarterly programme reports;
- Provide quality assurance on key deliverables from the projects.
- Develop, manage and ensure delivery of projects under the peacebuilding programme, working through implementers;
- Develop productive and trusting relationships with key interlocutors in the Terai and Kathmandu.
- Facilitate the delivery of programme activities at local and national levels through engagement with key interlocutors in the relevant sectors.

Line Management of 1 C4(L) member of staff
Oversight of £0.7m programme funds for the first year, expected to increase to £3.5m in total
Essential on arrival:
- 5 years of experience of working through a programme to deliver change in Nepal
- Experience of assessing requirements for conflict-related programmes
- Experience of engaging with stakeholders at all levels to secure buy-in and support for change
- Strong academic background with a degree in a conflict-related/human rights field.
- Experience of working on peacebuilding and human rights issues
- Knowledge of Terai politics
- Experience of designing and implementing activities to achieve specified objectives
Desirable:
- Knowledge of other donors and the international architecture in Nepal
For British High Commission (BHC) candidates, the Local Staff BHC Terms & Conditions will apply.
For other than BHC candidates, salary will be NPR 242983 - NPR 364572 per month. Please note that the salary scales are under review and the salary is likely to be increased after the pay review is over.
