The British Embassy in Algiers is seeking to appoint a Home Affairs Adviser, grade C4 (L), to start as soon as possible. 

Main purpose of job:

Your role will be to provide in-country support to the UK Home Office, across its programme of work with the Algerian government.

You will focus on researching and advising on a range of complex and sensitive issues, facilitating cooperation, highlighting risks, and identifying opportunities for further collaboration in the Justice and Home Affairs sphere.

From migration and visas to returns and extraditions, these topics are priorities for both the UK and Algerian governments, and are a mainstay of high-level discussions.

You will demonstrate a strong grasp of the workings of the Algerian system, and the communications skills to convey these to colleagues at post and in the UK. Excellent research skills and good judgement are a must, as is a discreet and sensitive approach.

Main responsibilities will include:

  • A large portion of the role will focus on returns cooperation. You will be expected to provide thorough and timely assessments of Emergency Travel Document (ETD) applications, verifying information where possible and sourcing supplementary detail where necessary, to support Home Office in securing ETDs from the Algerian Consulate in London.
  • You will need to swiftly and thoroughly check evidence provided by individuals to determine whether or not they are Algerian nationals, and to build further supporting evidence as required to ensure applications for ETDs are as robust as possible. This evidence may not be readily available, so you will need to think creatively and use initiative.
  • You will do this by conducting comprehensive open source research, making use of in-depth linguistic, cultural and geographic knowledge, as well as contacts as appropriate. In particular cases, you may also be required to conduct telephone interviews with individuals to seek further information.
  • To support you in this work, you will develop and maintain a network of contacts within the diplomatic and international community, including counterparts in other embassies and international organisations working on similar issues. Through these contacts and your wider work, you will seek to identify opportunities and best practice for working with the Algerian authorities on returns.
  • Alongside this, you will form a key part of the embassy political team, working on other Justice and Home Affairs issues with relevance to Home Office priorities, including immigration appeals and Mutual Legal Assistance.
  • You will act as the key point of contact for Home Office on immigration appeals, managing the process and facilitating hearings when required. On MLA and other assistance requests, you will provide considered analysis of the local context and any risks, alongside conducting research as required.
  • You will support on other sensitive requests as required.
  • You will also have a particular focus on migration, holding responsibility for monitoring media coverage of migration into and from Algeria.
  • You will liaise with international organisations to understand migration dynamics and the response of the Algerian authorities.
  • You will provide nuanced reporting and analysis for embassy and London audiences, identifying and analysing trends, risks and opportunities, and relating these to the wider country and regional context.
  • You will use this analysis to support recommendations for UK policy and embassy interventions.
  • Outside your day to day responsibilities, you will also be expected to contribute to the wider work of the political team, offering insights into Algerian politics, and to contribute actively to the wider corporate aspects of the embassy, including acting as a role model to more junior colleagues. There will be opportunities to broaden your skills and flex outside your job description according to both your interest and embassy priorities.

The above list is not exhaustive and you will be required to be flexible and take on other ad hoc tasks as required.

  • Fluent level of English, French & Arabic. Ability to express ideas and messages clearly and concisely, both orally and in written communication.
  • Educated to Bachelor’s degree level in a relevant field.
  • Excellent interpersonal skills, with confidence to work on their own initiative and a proven ability to engage and influence at a senior level internally and with external contacts and collaborate effective across Embassy teams.
  • Excellent organisational and self-management skills to respond effectively to tight – and changing – deadlines and priorities.
  • Ability to learn quickly and work with a high degree of autonomy.
  • A positive “can-do” attitude that can see way through challenges.
  • Computer literate, especially in Microsoft Office (Word, Excel, PowerPoint, and Outlook) and preferably Microsoft Teams.
    • Experience of working with the Algerian state.

    The Embassy offers an attractive working environment and remuneration package for the role, including a non-negotiable gross salary of 250,608.47 DZD per month including allowances; 25 days paid leave annually along with up to 14 days paid public holidays. We also offer a good working environment in a modern, purpose-built office, as well as use of the Embassy’s recreational facilities, pool, gym and tennis courts, after working hours.  

    This position is for a full-time employment, on a permanent contract.

    Conditioned working hours is 37.5 hours per week. Normal working hours are 08:00 – 15:30 Sunday to Thursday. Opportunity to work from home at least two days per week; due to Covid measures, some remote working will be required in the short term.
