Community Liaison

To work closely with Post Management for the well-being of all staff at Post, with primary function as advocate for and provision of support to UK-based staff and families on family and community issues, principally in the areas of information gathering, welfare and communication.

Roles and responsibilities:

Information gathering for UK-Based officers and their spouses/partners and families. To include information primarily on spouse/partner employment at Post; children's education (through completion of separate HR School and Nursery Information Sheets of authorised schools at Post); a comprehensive information pack on childcare at post, feedback on adult education; career and training opportunities; single officer and foreign born spouse/partner issues; recreational facilities; social matters; and completion of DSFA Spouse and Partner Annual Employment Report.

Welfare at Post: welcoming all staff on posting/temporary duty and accompanying families to ensure as smooth an integration as possible into the life of the Post community; following up to check that the settling in process is working; being a source of referral and support where questions, problems and difficulties arise; providing short Post community induction.  

Advocate for UK-based staff and families in addressing issues of importance with Post Management, including as their representative on Post committees, and as the chief link between Post and DSFA in London.

Communicating effectively on community and social matters across Post to all staff and receive notification of staff arrivals/departures. The CLO should participate in the Post Management.

Information management of Post Welcome Pack, CLO homepage on Post’s Intranet/SharePoint site, input to update and review of Post Report and Fact Sheet; management of domestic equipment float. CLOs should be accessible and able to provide information in areas including pre-Posting information, spouse/partner employment at Post; child and adult education, childcare, recreation facilities and training opportunities. 

Language Officer: the CLO will support UKB staff and families to access their language learning entitlement. They will liaise with local language schools to set up classes, manage payments and check that schools are meeting required standards.

All the above tasks require the CLO to have strong links with senior management, relevant FCO departments and the DSFA’s London office and work closely with the Embassy Corporate Services Team.

This is a part-time, permanent position, 18 hours per week.

Working hours from: Monday to Friday 09.00-17.00, but flexibility on working patterns is offered.

The gross salary per month is 772.5 USD. Please note 13th monthly salary is paid pro rata in November.

The successful candidate will be subject to a professional background check and security clearance and 3 months probation period.

All applicants should have a pre-existing legal status to live and work in Kyrgyzstan. The British Embassy does not facilitate/sponsor visa applications and work permits. Staff recruited locally by the British Embassy in Kyrgyzstan are subject to terms and conditions service according to Kyrgyz employment.

British Embassy Bishkek puts a strong emphasis on Learning & Development. All staff are entitled to spend 5 days per year (pro rata) to work on their Learning & Development. Where travel restrictions allow we encourage all staff to take the opportunity to travel within the region and beyond to attend training courses, job shadowing and other learning and development opportunities at least once per year. 

All CLOs should try to attend the CLO Course as soon as possible after completing probation to help them fully meet the demands of the job.
