Main purpose of job:
To lead the Finance, Procurement and HR teams to achieve value for money for the Embassy, enabling the work of the whole Embassy to run smoothly.
Roles and responsibilities:
With the Head of Corporate Services and Deputy Head Operations, lead the Corporate Services team at the Embassy to ensure:
- adherence to FCO Guidance and Best Practice at all times
- achieve the standards in the Corporate Services Charter
- Corporate Services is a high performing and customer focused team that underpins the effective functioning of the Embassy
- that all staff in the Embassy have confidence that they will receive the support they need from corporate services in order to do their jobs
To lead a team to deliver effectively and efficiently all finance, procurement and HR functions for the Embassy including:
- Implement all recommendations from Internal Audit, Hub or RMD reports in a timely manner
- supporting the team to learn and develop
- ensuring high standards of customer service are maintained at all times
- finding more efficient and value for money ways for the Embassy to use the resources available to it
To oversee the Embassy’s finances:
- act as the Secretariat for the 1HMGFO
- ensuring robust procedures to prevent fraud
- leading the Embassy’s medium-term financial planning
- ensure that all centrally set targets and deadlines for processing, reporting and bidding are met
- ensuring that budget holders for each team across the Embassy are fulfilling their responsibilities properly
To ensure seamless finance, procurement and HR delivery between the Embassy and corporate services hubs to increase efficiency and ensure excellent customer service to the end users, including:
- building effective working relations with the corporate services hub in Pretoria and procurement hub in Manila
- reaching out to staff across the Embassy to ensure they fulfil their responsibilities, for example by providing information or undertaking their self-service responsibilities
To support the Embassy’s Finance and Operations Committee, and the Ambassador as Embassy budget holder:
- ensuring the Ambassador and Committee have the necessary information at the right times to take financial decisions
To ensure that services provided to Partners Across Government are correctly charged under the 1HMG Memorandum of Understanding
- Experience of leading a team
- Financial or accountancy qualification
- Previous experience of Managing Budgets
- Good interpersonal and communication skills
- Experience as a member of a senior leadership team
- Employees recruited locally by the British Embassy in Addis Abba are subject to the Terms and Conditions of Service according to local employment law in Ethiopia.
