The job holder will act as programme manager for the UK Government’s China Infrastructure Programme. The China Infrastructure Programme is a three-year ODA (Official Development Assistance) programme with an allocation of up to £12m. The programme leverages UK and Chinese expertise to undertake joint policy development, pilot projects and investment facilitation, with the aim of increasing the sustainability, quality and commercial viability of infrastructure investments in Africa and Asia. This is an exciting opportunity to work on an innovate programme at the heart of the UK-China relationship which engages government, industry and academia to improve development impact, sustainable growth, and commercial cooperation.

The job holder will be an integral member of the programme delivery team and will work closely with the private sector lead delivery partner to ensure successful implementation of the programme. The job holder will provide effective management of the programme and delivery partner, maximising value for money and impact. The successful candidate will have experience of working in a programme environment with a working knowledge of programme management, monitoring and evaluating, and budget management. The job holder will also support the programme team on stakeholder management and policy insight.

The China Infrastructure Programme is part of the UK Government’s £1.2bn Prosperity Fund, launched in November 2015 to promote the economic reform and development needed for growth in partner countries. Priorities include improving the business climate, competitiveness and operation of markets, infrastructure investment, and energy and financial sector reform. As well as contributing to a reduction in poverty in recipient countries, these reforms are expected to create opportunities for international business including UK companies.


Prosperity Fund programmes are funded primarily from the UK’s ODA allocation. As such, all aid projects and programmes comply with the International Development Act 2002, the International Development (Gender Equality) Act 2014, the OECD Development Assistance Committee (DAC) criteria, and UK Government transparency commitments on ODA spend.

Programme and contract management (50%)


  • Lead engagement with programme implementers, provide guidance and support to the implementers to successfully deliver the programme objectives within timescale and budget.
  • Monitor contractual obligations and ensure compliance.
  • Effectively manage programme finances and deliver value for money.
  • Work closely with Prosperity Fund China Central Management Team and London teams to ensure alignment with Prosperity Fund guidelines and best practices.
  • Ensuring governance mechanisms are run effectively.
  • Managing programme risk through mitigation and escalation where necessary.
  • Act as programme Gender and Inclusion lead, driving transformational change for women and marginalised groups and ensuring compliance the International Development (Gender Equality) Act 2014.
  • Act as communications lead for the programme, ensuring effective delivery of the communications strategy, developing case studies and success stories, and responding to Freedom of Information Requests.

Monitoring, Reporting, Evaluation and Learning (20%)


  • Liaise with Prosperity Fund Portfolio-level Monitoring, Reporting, Evaluation and Learning (MREL) contractors to ensure implementers are aligned with Prosperity Fund guidelines and MREL requirements.
  • Provide regular programme reporting.
  • Disseminate programme outcomes, success stories and best practices through targeted communications and shared learning.
  • Reporting to the Prosperity Fund on KPIs, Logframe and VfM indicators.

Stakeholder engagement and management (20%)


  • Support the team to develop and manage external and internal stakeholder relationships in support of the delivery of programmes, including with Chinese and UK government departments, businesses and research institutions.
  • Support liaison with the relevant policy teams and wider China Prosperity Fund programme teams to ensure alignment with UK government objectives and synergies within the China programme portfolio.
  • Keep the stakeholders up to date and informed on development, needs and success of the programmes.

Policy support (10%)

  • Support the team on policy issues and provide sector insights, including through producing reports and briefings.
  • Support delivery of key visits and events of senior government officials to maximise the programme impact
  • University graduate calibre
  • Experience of working in a programme management role, including designing new projects, setting specific outputs, outcomes and indicators, evaluating and monitoring projects, value for money, risk management
  • Experience working with external stakeholders in either government institutions or commercial sectors
  • Strong communications skills
  • Excellent financial management skills
  • IT skills including Microsoft Excel and Word
  • Experience of working in the infrastructure sector / development sector / government / international organisation
  • Understanding of UK and Chinese policies and approaches for infrastructure and/or development
  • Chinese language skills
