Main purpose of job | Whāinga nui o te Tūranga:

The Maori Engagement Advisor will play a leading role in enhancing the British High Commission’s (BHC) and UK engagement with Aotearoa New Zealand and iwi Māori.  It will directly contribute to strengthening the UK-Aotearoa New Zealand relationship, enhancing our cooperation on climate change and te taiao (strategic direction for bio diversity in New Zealand), and ensuring our UK/ NZ Free Trade Agreement meets the aspirations of Māori. 

Roles and Responsibilities:

As an integral member of the UKinNZ team you will work across teams in Wellington, Auckland and London to drive our Māori Engagement Strategy.

Key Activities:

  • Design and deliver a Māori engagement strategy that brings together UK priorities and policy leads with Māori community leaders, Iwi (tribes), policy makers, and representatives of Māori business and economic networks. Ensure coherence of this strategy with wider High Commission strategies and activity. Report regularly on progress, via a quarterly review process which will be led by the Deputy High Commissioner.
  • Advise the High Commissioner, policy leads and London visitors on suitable engagements with Māori communities and businesses, providing briefing and support (including cultural considerations accompanying the High Commissioner) for these events.
  • Advise and provide reporting to the UKinNZ team and London colleagues on all aspects of Māori policy issues as they interface with UK priorities and how these issues impact the UK-NZ bilateral relationship. Lead on policy advice and reporting on the indigenous aspects of our trade and climate work in particular.   
  • Support the UKinNZ Learning and Development strategy and implementation. Develop the pillar of our L&D strategy that ensures our staff build the appropriate cultural competencies to engage and work with Māori with confidence and ease.  And that we continue to make appropriate use of Tikanga Māori within our internal structures and processes.
  • Assist BHC colleagues on our engagement with the Cook Islands.
  • Additional responsibilities as may be agreed between the staff member and line manager. 

Evidence/ Strategy

  • Develop a Māori stakeholder engagement strategy that includes UK engagement with Māori community leaders, Iwi, hapū, policy makers, and representatives of Māori business.  Ensure coherence of this strategy with wider High Commission strategies and activity. 

Implementation

  • Provide reporting on relevant topics for local and London-based audiences, including: the Māori economy and the opportunities it presents for UK engagement; Māori perspectives on NZ trade policy and an overview of the extensive Māori SME sector.
  • Advise and accompany the High Commissioner on engagements with Māori communities and businesses.
  • Develop learning and development materials for local and London-based staff, to allow appropriate engagement with Māori contacts, including as part of FTA negotiations.
  • Report regularly on progress, via a quarterly review process which will be led by the Deputy High Commissioner.
  • Additional responsibilities as may be agreed between the staff member and line manager.

Stakeholder Management

  • Build, use and maintain a network of UK and NZ stakeholders that can benefit from visibility of, and participation in, the Prosperity Fund Programme.

Resources managed:

No staff management, though there may be short-term opportunities to recruit manage a Māori Affairs intern.  There will be funding available for travel and events.

  • Excellent communication and relationship skills
  • High competence in te reo Māori me ōna tikanga
  • Ability to prioritise and manage several concurrent projects
  • Experience within New Zealand government
  • Knowledge of wider UK government priorities
  • Knowledge of the NZ business environment and New Zealand, and Māori, trade priorities.

This role is part-time – 29 hours per week.

Appointment is subject to a 90 day trial period and gaining and maintaining Posts security clearance requirements.

Open to New Zealand citizens, permanent residents, and partners/dependents of UK-based diplomatic staff currently posted in New Zealand. Employment offers are subject to successful clearance of pre-employment checks. No accommodation or relocation expenses are payable in connection with this position.
